C. Pursuant to Article 14 of the Professional Service Agreement with L & G Consulting Engineers, Inc. requesting authority to engage sub-consultants, ROW Surveying Services, LLC; SWCA Enviromental Consultants; ETSI Group, LLC, and C&M Associates, Inc.
