SUBJECT: INTERGOVERNMENTAL AGREEMENT BETWEEN THE CITY OF GOODYEAR AND THE DEPARTMENT OF PUBLIC SAFETY TO PARTICIPATE IN THE VEHICLE THEFT TASK FORCE

SUMMARY

This Intergovernmental Agreement between Goodyear Police Department (Goodyear) and the Arizona Department of Public Safety (DPS) allows for the Goodyear’s participation with the Arizona Vehicle Theft Task Force.

Recommendation

Authorize the City Manager or her designee to execute the Intergovernmental Agreement (IGA) with DPS to allow the Goodyear Police Department to participate in the vehicle theft task force. (Santiago Rodriguez, Chief of Police)

FISCAL IMPACT

DPS will reimburse the City for 75% of the officer's salary and 100% of the officer's pre-authorized Task Force overtime up to 20 hours per month. All other expenses for the officer are included in the Police Department's base budget.
 

BACKGROUND AND PREVIOUS ACTIONS

The Vehicle Theft Task Force is a multi-jurisdictional task force established to provide additional resources to communities to enhance law enforcement services concerning vehicle theft through a cooperative process. The goals of the task force focus on disrupting vehicle theft in our community and state; gathering and reporting intelligence data relating to vehicle theft; conducting covert operations; and engaging in other traditional methods of investigation with the goal of reducing thefts.

STAFF ANALYSIS

The Goodyear Police Department has participated in the DPS Vehicle Theft Task force for several years.  In 2021, the department’s participation in the taskforce has resulted in several ongoing investigations and an arrest. The task force allows the city to utilize additional resources from the task force to augment department resources which results in thorough and timely investigations.  The City is reimbursed for 75% of the officer's time, not including overhead costs, and 100% of task force overtime up to 20 hours per month. The Department has reviewed the impact of participating in the Arizona Vehicle Theft Task Force and feels that continuing with participation is beneficial for the City.
