SUMMARY
This request is to receive approval from Council to proceed with the Goodyear Smart City Master Plan. The feedback from the work session with Council has been incorporated into the master plan.
Recommendation
Approve the Goodyear Smart City Master Plan. (Justin Fair, Chief Information Officer)
FISCAL IMPACT
There is no direct budget impact from this item. The Goodyear Smart City Master Plan does not request approval for specific projects, but it provides a strategy to review products which may have smart city strategic implications.
BACKGROUND AND PREVIOUS ACTIONS
As a result of a Council work session in 2018 there was support for investigating a smart city strategy that was appropriate for the City of Goodyear. In 2019, the City of Goodyear joined the Connective, a Smart Region consortium, to engage and be involved to better understand how other benchmark cities and partners are aligning with smart city technologies and strategies.
With the FY2022-2024 Strategic Plan adopted by Council in May 2021, the new strategic plan included a measure to Develop a Smart City Master Plan with the goal of developing a plan to leverage technology and data analytics solutions by the end of FY2022. In October 2021, a work session was held with Council to capture feedback on proposed Goodyear Smart City Master Plan definitions, goals and focus areas.

STAFF ANALYSIS
The Goodyear Smart City Master Plan outlines a definition of what a smart city means to the City of Goodyear and why it is important. The master plan also establishes structure and process for projects to be evaluated for alignment with smart city strategies to assist in determining value and prioritization.
Staff integrated feedback provided by Council during the October 2021 work session into the Goodyear Smart City Master Plan. Emphasis on integrating data as a key component to measure success was included in the final definition as well as the smart city categories.
The Goodyear Smart City Master Plan identifies seven categories to evaluate projects for alignment with smart city strategies. These categories are:
Following approval of the Goodyear Smart City Master Plan, a copy will be publicly available with other Master Plans on the city website. Information Technology will establish the smart city governance structure necessary to support project evaluation and communicate the new Goodyear Smart City Master Plan to city employees for awareness.
