SUMMARY
Request City Council approve an IGA with Maricopa County for the exchange of roadway services. The IGA will allow Goodyear and Maricopa County to enter into temporary Letters of Agreement (LOA) for street sweeping and the grading of dirt roads and shoulders.
Recommendation
ADOPT RESOLUTION NO. 2022-2250 APPROVING AN INTERGOVERNMENTAL AGREEMENT WITH MARICOPA COUNTY FOR THE EXCHANGE OF ROADWAY SERVICES, PROVIDING AUTHORIZATION, DIRECTION, AND AN EFFECTIVE DATE. (Hugh Bigalk, P.E., City Traffic Engineer)
FISCAL IMPACT
The City of Goodyear performs street sweeping on approximately 50 miles of paved Maricopa County roadway six (6) times per year at an estimated cost of $30,000 to $40,000. Maricopa County performs grading of Goodyear dirt roads located in southern Goodyear four (4) times per year at an estimated cost of $30,000 to $40,000. At the conclusion of the fiscal year, Goodyear and Maricopa County summarize their work performed and share with the other agency. In FY2021, Goodyear performed $36,037.34 in street sweeping and Maricopa County performed $36,452.35 of road grading. Goodyear was invoiced by Maricopa County in the amount of $415.01 and was paid with Highway User Revenue Funds (HURF).
BACKGROUND AND PREVIOUS ACTIONS
The city has for many years contracted with Maricopa County to exchange maintenance services, with the city performing street sweeping services on paved Maricopa County roadways and Maricopa County providing grading services on dirt roads located in southern Goodyear. The most recent IGA for these services was approved on May 22, 2017 (COG Contract Con 17-3917). The current IGA with Maricopa County expires on June 30, 2022. Resolution 2022-2250 approves the IGA and authorizes the city manager or her designee to enter into the Letter of Agreements (LOA) that are to be entered pursuant to the terms of the IGA. The IGA outlines in general terms the types of services the city and county are to provided and requires the parties enter into a Letter of Agreement (LOA) annually for the services to be provided that fiscal year. At the conclusion of the fiscal year, the parties itemize the work performed and a reconciliation is performed.
STAFF ANALYSIS
This ongoing partnership has been beneficial to Goodyear which does not possess a road grader or an adequate number of water trucks to perform the grading of dirt roads in the southern portion of the city. With this agreement, the city can perform the sweeping of county roads near Goodyear in exchange for the grading/maintenance of dirt roads performed by Maricopa County.
