Summary
Capital Improvement Program (CIP) Projects #42038 - Camelback Road Widening and #42026 - Estrella Parkway/Bridge Widening are being evaluated to update the scope of work based on the preliminary Transportation Master Plan (TMP) data. (Chris Bridges, Deputy Director of Engineering-Transportation)
FISCAL IMPACT
If the recommended solutions move forward, the fiscal impact is estimated to be a decrease of $25 million for the Camelback Road Widening project and an increase of $28 million for the Estrella Parkway/Bridge Widening project. Nearly 100% of the savings associated with the Camelback Road Project were to be paid for utilizing funds from the City of Glendale that we will no longer receive, the revised project budget will utilize all available city funding within this project. The $28 million increase for the Estrella Parkway/Bridge Widening project would be funded utilizing a combination of Construction Sales Tax and General Fund Beginning Balance over the next several years.
BACKGROUND AND PREVIOUS ACTIONS
In Goodyear’s 2014 TMP, the following two projects were identified as future improvements needed. Both projects were then added to Goodyear’s CIP and are currently in the design phase. Additionally, the Goodyear TMP is in the process of being updated by a consultant. The TMP Consultant evaluated the MAG Regional Traffic Model to the 2045 projections and recommended potential scope changes to better fit the future need.

- Originally scoped to have 6 lanes (3 lanes / raised median / 3 lanes) to support capacity beyond 2045.
- Goodyear applied for the USDOT RAISE Grant. However, it was not awarded to Goodyear.
- Glendale was anticipated to participate in improvements to Camelback Road.
- Design is currently about 30%.
- Originally scoped to have 4 lanes (2 lanes / raised median / 2 lanes) to support capacity beyond 2045.
- Design is currently about 30%.
STAFF ANALYSIS
Staff has evaluated the original scope and recent recommendations from the TMP Consultant and are recommending the following solutions for both Camelback Road Widening and Estrella Parkway/Bridge Widening projects. Staff would like feedback from Council on the proposed recommendations.
CAMELBACK ROAD WIDENING (CIP Project #42038):
Staff is recommending the scope of work to change from a 6-lane road design (3 lanes / raised median / 3 lanes) to a 4-lane road design (2 lanes / center lane / 2 lanes) and completing all improvements within the existing Goodyear right-of-way (ROW). Changing the design will decrease drainage improvements needed and amount of ROW to be purchased. The overall construction will also be reduced to approximately 1.2 miles of half-street improvements (approximately from Alsup Road to 152nd Avenue). The project cost is anticipated to decrease from $50 million to an estimated $25 million.
Staff is anticipating construction to begin in the 2025 calendar year and completion in 2026.
ESTRELLA PARKWAY/BRIDGE WIDENING (CIP Project #42026):
Staff is recommending the scope of work to change from a 4-lane road design (2 lanes / raised median / 2 lanes) to a 6-lane bridge/road design as early as 2033, depending on development. This change is due to the TMP showing Estrella Parkway as a preferred traffic route to access services and employment. The project cost is anticipated to increase from $67 million to an estimated $95 million.
Staff is anticipating construction to begin in the fall of 2025 and completion in fall of 2027.
