SUBJECT: AUTHORIZATION OF EXPENDITURE OF CONSTRUCTION FUNDS FOR APPROVED CAPITAL IMPROVEMENT PROJECT #50050 – LOMA LINDA SITE IMPROVEMENTS

SUMMARY

Request to authorize the expenditure of construction funds for the Loma Linda Pool Improvement project.

STRATEGIC PLAN ALIGNMENT

RECOMMENDATION

Authorize the expenditure of funds for the Loma Linda Pool Improvement project in an amount not to exceed $2,569,200. (Mike Beadle, Recreation Superintendent)

FISCAL IMPACT

The project is currently budgeted and programmed in the FY2024 Capital Improvement Program with a total Project Budget of $2,984,200 this action will authorize the expenditure of all remaining project funds.

BACKGROUND AND PREVIOUS ACTIONS

This project was added to the FY2024-29 CIP with City Council action on June 12, 2023, to establish funding to replace existing assets and improve features at the Loma Linda pool.

STAFF ANALYSIS

Staff initiated a contract with the firm Valley Rain to provide construction services for the Loma Linda Pool Improvement Project (CIP Project # 50050). Staff completed negotiations of scope, schedule, and fees with Valley Rain for use in the final contract. 

Asset replacement and site improvements include: 
  • Convert existing baby pool with new splash pad with spray features and shade covering
  • Replacing existing diving boards
  • Installation of new deck lights structure and poles
  • Installation of 13,000 sq. ft. of decking
  • Replacement of 2 sand filters
  • Replacement of pool plaster
  • Replacement of 8 underwater pool lights
  • Replacement of 2 main in-water drains
  • Replacement of 144 LF of deck/trench drain grate
  • Replacement of 2 custom cut heating tarps
  • Replacement of 9 competition level lane lines
  • Replacement of 8 competition level starting blocks
  • Replacement of 4 stadium bleachers
  • Convert existing baby pool with new splash pad with spray features and shade covering
