SUBJECT: TOHONO O'ODHAM NATION GRANT-IN-AID AGREEMENT

SUMMARY

The Tohono O'odham Nation has awarded $72,564 to the city of Goodyear, following the submission of grant applications seeking support for a "Never Leave Your Child Alone" hot car display to be used by the Goodyear Fire Department ($2,370) and a laser scanner system to be used by the Goodyear Police Department ($70,194).

Approve the Grant-In-Aid agreement provided by the Tohono O'odham Nation. (Christina Panaitescu, Grants & Neighborhood Services Supervisor)

FISCAL IMPACT

The grant-in-aid agreement will make $72,564 in external resources available for the procurement of a "Never Leave Your Child Alone" hot car display to be used by the Goodyear Fire Department ($2,370) and a laser scanner system to be used by the Goodyear Police Department ($70,194). There is no match requirement.

BACKGROUND AND PREVIOUS ACTIONS

In 2002, Arizona eligible voters approved Proposition 202, which implemented a new requirement that Tribal/State Gaming Compacts must include a provision that the compacting tribe would contribute a portion of its annual net gaming revenues (the "Annual Contribution") for the benefit of the general public. Pursuant to Proposition 202, each tribe may determine the recipients of 12 percent of its total Annual contribution (the "12% Payments").

In June 2023, the Goodyear fire and police departments submitted applications in response to the Tohono O'odham Nation request for proposals. 

Both applications were awarded and the city received a grant-in-aid agreement dated Nov. 15, 2023, to be signed by the Mayor prior to the release of funds.

STAFF ANALYSIS

The grant award will complement the city's General Fund public safety investment and both of the funded projects will contribute to the public safety of Goodyear residents.
