SUMMARY
This repeals the resolution adopted on January 29, 2024, and updates the call of election information to comply with House Bill (HB) 2785.

RECOMMENDATION
FISCAL IMPACT
Election costs will be budgeted in the Fiscal Year 2024-25 budget for the City Clerk's Office.
BACKGROUND AND PREVIOUS ACTIONS
In 2019, voters approved moving the regular candidate elections for the city of Goodyear to the fall of even years to coincide with the state's elections. Terms for the then current members of Council were extended with those terms ending in 2023 being extended to December 31, 2024. There are currently three council seats to fill.
On January 29, 2024, the City Council adopted Resolution No. 2024-2385 providing notice of a primary election on August 6, 2024, and a general election on November 5, 2024, if necessary.
On February 9, 2024, Governor Hobbs signed HB 2785 into law which moved the primary election from August 6, 2024, to July 30, 2024, to avoid missing federal deadlines to send ballots to military and overseas voters and for the State of Arizona to send its votes to the electoral college for President of the United States. Additionally, this bill amended candidate and voter deadlines.

STAFF ANALYSIS
This action will repeal Resolution No. 2024-2385, and amend the call of election to reflect the new dates. This will assist in providing information and notification to the public of the upcoming election. Additional opportunities to share the information will take place with the publication of the resolution, updated city's election website and social media posts. A communication plan will be established to provide regular updates to voters, especially as the election date gets closer.
