SUMMARY
A request to authorize a budget amendment of $2,481,000 and contract for the expenditure of construction and furniture, fixtures, and equipment (FF&E) funds up to $1,920,000 for Capital Improvement Program (CIP) Project #60122 – Goodyear Municipal Complex (GMC) Tenant Improvements Building B.

RECOMMENDATION
Authorize the budget amendment of $2,481,000 and contract for the expenditure of construction and furniture, fixtures, and equipment (FF&E) funds up to $1,920,000 for Capital Improvement Program (CIP) Project #60122 – Goodyear Municipal Complex (GMC) Tenant Improvements Building B. FISCAL IMPACT
CIP Project #60105 - Goodyear Municipal Complex Tenant Improvements is included in the FY2024 budget in the amount of $6,861,200. This action will reduce Project #60105 by $2,481,000 and create a budget for CIP Project #60122 – GMC Tenant Improvements Building B in the same amount. This action also authorizes the expenditure of up to $1,920,000 for construction and FF&E with an estimated completion date of June 2025.
BACKGROUND AND PREVIOUS ACTIONS
Per City of Goodyear Resolution 08-1255, all expenditures of budgeted funds in excess of $500,000 must obtain Council approval.
On June 6, 2022 (AI-806), Council approved CIP #60105 Goodyear Municipal Complex Tenant Improvements in the adoption of Resolution No. 2022-2253 Determining and Adopting the Final Estimates of Proposed Revenues and Expenditures for the City of Goodyear for FY2023.
On June 12, 2023 (AI-1537), Council approved the carryover of CIP #60105 Goodyear Municipal Complex Tenant Improvements in the adoption of Resolution No. 2023-2318 Determining and Adopting the Final Estimates of Proposed Revenues and Expenditures for the City of Goodyear for FY2024.
On September 25, 2023 (AI-1640), Council approved the expenditure of construction and FF&E funds up to $3,690,000 for Tenant and Site Improvements for Building D of GMC for CIP Project #60105 - Goodyear Municipal Complex Tenant Improvements. Staff conducted a presentation on the status and breakdown of the GMC project and informed Council CIP Project #60105 would be separated into three separate phases with phase one consisting of design and construction of Building C and Building D, with Building B in phase two and Building E in phase three.

Staff conducted a presentation on the status and breakdown of the GMC project and informed Council CIP Project #60105 would be separated into three separate phases with phase one consisting of design and construction of Building C and Building D, with Building B in phase two and Building E in phase three.
STAFF ANALYSIS
CIP Project #60105 - Goodyear Municipal Complex (GMC) Tenant Improvements originally included improvements to Buildings B, C, D, and E. Due to the phasing of the project, the tenant improvements for Buildings B and E will be separated out into new projects. Building E improvements were included in the FY2025 budget as CIP Project #60124 GMC TI Building E. Building B will be separated out with this action in FY2024 with a budget amendment from 60105 to CIP Project #60122 - GMC Tenant Improvements Building B in the amount of $2,491,000.
CIP Project #60122 – GMC Tenant Improvements Building B will provide final construction and FF&E services for a new 1,310 square foot building expansion and for tenant improvements within the existing 18,423 square foot building. Upholding Prosecutor and Courts separation while maintaining equity in service and staff amenities has been prioritized.
The proposed improvements will include: expansion of the existing building to improve customer service waiting areas and provide a new processing window for additional courtroom operations; improvements to fire life safety (fire sprinklers and alarm) systems; and upgrades to security, IT, and audio/visual cabling and equipment to improve courtroom functionality.
Tenant improvements for the Municipal Courts include a new break room, a new conference room, a restroom addition, and reconfiguration of four workstations.
Tenant improvement for the City Prosecutor's Office will include eight new workstations, a new conference room, and improvements to office spaces, breakroom, and the pre-trial room.
Staff originally presented phase two with an estimated amount of $1,500,000. This action includes a change in scope, adding the Prosecutor's Office improvements and additional enhancements for the Municipal Courts, market escalation, adding construction administration services, and contractor's off-hours premium rates to mitigate interrupting the Courts during operational hours.
