SUMMARY
The City has the opportunity to assume ownership of two gently used, ADA accessible vans, that were purchased by Valley Metro for Dial A Ride service but are no longer needed for that purpose. Acquiring these vehicles allows Goodyear to maintain the current service hours by reducing potential vehicle down time.

RECOMMENDATION
Authorize the City Manager to approve an Intergovernmental Agreement between the City of Goodyear and the Regional Public Transit Authority (RPTA) for two accessible vehicles to be used for the continued provision of Microtransit services in Goodyear. FISCAL IMPACT
The cost to Goodyear for the two ADA accessible vans is $6,800 to wrap the vehicles in WeRIDE branding and add bicycle racks with associated tow hitches. The city is also responsible for insuring the vehicles, and naming RPTA as the additional insured. These funds are available in the Engineering budget. This action does not increase the service hours of the program.
BACKGROUND AND PREVIOUS ACTIONS
When the City launched WeRIDE in November 2022, the service operated with three 2022 Chrysler Voyager vans. Service demand required the addition of a fourth Chrysler Voyager van, and a Dodge Promaster (seats 8 +1ADA).
All three vans that entered service in November 2022 are outside warranty and at the halfway point of their service life. The addition of these two vans to the WeRIDE fleet helps staff reduce the risk of vehicles out of service, which adversely affects customer wait times. Each of the two vans offered by Valley Metro in the agreement have less than 2200 miles of service.

STAFF ANALYSIS
Valley Metro purchased ADA accessible vehicles for paratransit service prior to the outbreak of Covid-19. After the pandemic lockdown, ridership on all transit services was slow to return, which left many of the Valley Metro paratransit vehicles unused. In addition to the pandemic impact, more paratransit riders are choosing to use RideChoice instead of Dial A Ride. Passengers on RideChoice travel in vehicles operated by outside vendors, further increasing the number of spare ADA accessible vehicles owned by Valley Metro.
The Federal Transit Administration does not allow transit providers to keep an unlimited number of spare vehicles. This offer from Valley Metro helps them comply with FTA’s rule on spare vehicle ratio and reduces a potential negative impact to WeRIDE service in Goodyear should one of our five vans become unavailable due to mechanical issues.
