SUBJECT: AUTHORIZATION TO PARTICIPATE IN EDUCATION AND DEVELOPMENT TRAINING UTILIZING THE 2024 ASSISTANCE TO FIREFIGHTERS GRANT (AFG)

SUMMARY

The Glendale Fire Department has submitted an application for the 2024 Assistance to Firefighters Grant (“AFG”) through FEMA on behalf of all the west valley fire departments.  The grant will provide funds for regional education and development training opportunities such as implementing NFPA 1021, Fire Instructor I and Fire Officer I &II / Leadership for the purpose of protecting the health and safety of the public, and first responder personnel against fire and fire related hazards.

RECOMMENDATION

ADOPT RESOLUTION NO. 2024-2424 RATIFYING THE CONDITIONAL APPROVAL AUTHORIZING THE SUBMISSION OF AN APPLICATION FOR THE 2024 ASSISTANCE TO FIREFIGHTERS GRANT (“AFG”) REGIONAL GRANT AWARD, TO THE GLENDALE REGIONAL FIRE DEPARTMENT ON BEHALF OF WEST VALLEY CITIES, AUTHORIZING THE CITY MANAGER TO EXECUTE ALL DOCUMENTS RELATING TO SAID APPLICATION, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A GRANT AGREEMENT (IF GRANT FUNDS ARE AWARDED), AND AUTHORIZING THE CITY MANAGER TO APPROVE THE REQUIRED BUDGET TRANSFER (IF GRANT FUNDS ARE AWARDED). STIPULATIONS

The City of Goodyear’s share of the grant is $285,330.60.  There is a requirement that each west valley city agree to a 10% match of their award, which creates a match from Goodyear fire totaling $28,533 for up to 45 students, per the Memorandum of Understanding (“MOU”) of the 2024 Assistance to Firefighters Regional Grant Award.

FISCAL IMPACT

The total amount requested by Glendale on the application was approximately $2,705,385 ($11,742 per firefighter).  The City of Goodyear’s share of the grant is $285,330.60.  The Fire Department will leverage its current training budget for the 10% match requirement ($28,633).  If the grant application is approved, a future budget amendment will be necessary.

BACKGROUND AND PREVIOUS ACTIONS

The Glendale Regional Fire Department submitted the “AFG” grant award to FEMA on behalf of all west valley cities for regional education and development training funding.

STAFF ANALYSIS

The Goodyear Fire department supports the submission to request the “AFG” grant award for regional education and development training.  It is a mutual benefit between the Goodyear Fire Department, Glendale Regional Fire Department, and all other west valley cities to accept and utilize the grant award.
