SUMMARY
Request City Council approval of expenditures up to $3,600,000 for Fiscal year (FY) 2025 pavement management projects.

RECOMMENDATION
Approve expenditures in the amount of $3,600,000 to complete pavement management projects in various locations throughout the city. (Sumeet Mohan, P.E., Public Works Director, and Brian Harvel, Streets Superintendent)
FISCAL IMPACT
The FY2025 pavement management program includes $3,600,000 in Arizona Highway User Revenue Fund (HURF) and General Funds in the Public Works Department Operating budget. Identified in Table 1 are the FY2025 pavement management projects categorized by type of pavement treatment, lane miles and the budget associated with each project type.
BACKGROUND AND PREVIOUS ACTIONS
In FY2015, the City’s Pavement Condition Index (PCI) was 69.8. PCI measures the condition of the City's roadways, on a scale of 1 to 100. The City has invested resources to improve the condition of its roadways. These steps have seen significant results with the City's most recent PCI of 76.7 in FY2024. Table 2 shows the City's PCI trends over the past ten years. Most notable is the steady increase in the City's PCI, and that the PCI has been relatively stable over the last four years. City staff seeks to maintain our average PCI between 76 and 78, and our FY2025 pavement management program is focused on this goal. This is accomplished in coordination with the City's capital improvement program (CIP) street projects, private development and utility projects, and the continued development of unimproved roads in the city.
STAFF ANALYSIS
The projects contained within the proposed FY2025 pavement management program will improve 46.37 lane-miles of street pavement, which accounts for approximately 4.1% of the City’s 1,136 lane miles.
A successful and comprehensive pavement maintenance program includes a variety of pavement treatment types and utilizing the right pavement treatment for the right streets and the right pavement condition. The proposed FY2025 pavement maintenance program includes various pavement preservation treatment types, and a description of each is provided below, followed by a list of roadways or neighborhoods recommended for the designated pavement treatment:
1. Micro Seal – Micro Seal is a product that is commonly used on arterial and collector roads and is effective at correcting or inhibiting raveling and oxidation of the pavement surface, improving surface friction, sealing the pavement surface, and filling minor surface irregularities and wheel ruts up to ~1.25 inches deep, even though the overall surface application is ~0.5 inches. Micro-surfacing typically lasts 5 - 7 years. FY2025 micro-surfacing projects are:

- Grant Street: Camino Oro Road to Litchfield Road
- Litchfield Road: Yuma Road to MC-85
- MC-85: Litchfield Road to 1500 feet west of Lithcfield Road
- Yuma Road / Western Ave: 143rd Avenue to South 4th Avenue
- West Turney Avenue: West Charles Boulevard to North Falcon Drive
- North Falcon Drive: Charles Bloulevard to Indian School Road
- North 152nd Avenue: Falcon Drive to West Camelback Road
- North 155th Avenue: Indian School Road to West Turney Avenue
2. High Volume Fractured Aggregate Surface Treatment (FAST) – High Volume FAST is a treatment mostly utilized on rural and industrial roadways with moderate to severe cracking. Initially, a thick rubberized asphalt emulsion is applied to the surface of the roadway. Then, a coat of multi-fractured aggregate is applied across the surface of the treated road. Finally, a rubber-tired roller is used to press the aggregate into the emulsion. FAST applications typically last 7 years. The FY2025 high volume FAST projects are:
- South Bullard Avenue: MC-85 to Vineyard Road
- South 83rd Avenue: SR-238 to West Mahalia Road
- South 91st Avenue: SR-238 to 2,750 feet North of SR-238
- West Butterfield Stage Road: 99th Avenue to 91st Avenue
3. Low Volume Cape Seal – Low Volume Cape Seal is a multi-layer surface treatment utilizing a low volume FAST as the first layer followed by the application of a slurry seal. Low Volume Cape Seal treatments are commonly utilized on residential streets where the cracking is moderate to severe and provides structural assistance to thin layer pavement and existing FAST surfaces. Low Volume Cape Seals typically last 7 years before requiring additional treatment. FY2025 Low Volume Cape Seal projects are scheduled in these neighborhoods:
- La Canada Village
- Los Robles
4. Mill and Overlay – A mill and overlay treatment is a process in which the first 2 inches of pavement is milled off and replaced with 2 inches of fresh asphalt. This is commonly used on roads where the surface has deteriorated to a point where other treatments are no longer effective. This will extend the life of the pavement and reset the treatment process of the roadway. As a best practice, a polymer-based seal coat is placed on the pavement within 7 to 10 years of a mill and overlay treatment. The FY2025 mill and overlay project is:
- South Estrella Parkway: West Yuma Road to West Illini Street
The FY2025 pavement maintenance projects will be completed utilizing existing city contracts with the following companies:
- Viasun Corporation
- VSS International
- Weems Asphalt
