RECOMMENDATION
ADOPT ORDINANCE NO. 2025-1633 AMENDING GOODYEAR CITY CODE ARTICLE 3-16-3 JUDICIAL ADVISORY COMMITTEE MEMBERSHIP AND TERM. (Jasmine Pernicano, City Clerk)

BACKGROUND AND PREVIOUS ACTIONS
The city’s boards, commissions, and committees are composed of volunteers who serve in an advisory capacity to the City Council. Members are appointed by the City Council based on recommendations from the Council Subcommittee on Boards, Commissions, and Committees.
The Judicial Advisory Committee (JAC) was established by the City Council on November 4, 2019, through Ordinance No. 2019-1454. The Committee consists of two presiding judges, two members of the Arizona Bar Association, and three citizen members. The JAC advises the City Council on Judge appointments and reappointments and supports the judicial performance review process, which occurs every other year.
On May 6, 2025, the City Council Subcommittee on Boards, Commissions, and Committees met and reviewed the benefits of extending the terms for members of the JAC and voted to recommend approval to the City Council.

STAFF ANALYSIS
Staff recommends extending the term of membership on the JAC from two years to four years. This change would allow members to participate in Goodyear’s Presiding Judge performance review process more often, as the Committee convenes every other year for this purpose. As outlined in Goodyear City Code Article 3-15-1, committee members may serve up to two terms.
If approved, this change would extend the terms of current JAC members to align with the new four-year term. In addition, the requirement for three citizen members is being clarified to specify that they must be Goodyear residents.
The proposed amendment requires a change to the City Code. A strikeout version reflecting these changes is included in Ordinance No. 2025-1633 (Attachment A).
