SUBJECT: INTERGOVERNMENTAL AGREEMENT (IGA) WITH AGUA FRIA UNION HIGH SCHOOL DISTRICT FOR JOINT USE OF FACILITIES

SUMMARY

Replacement Intergovernmental Agreement with Agua Fria Union High School District to include additional city and district facilities available for joint use.

RECOMMENDATION

Approve the IGA for the Joint Use of Agua Fria Union High School District No. 216 Facilities and city of Goodyear Recreation Facilities and providing authorization and direction to take actions and execute documents necessary to carry out the intent of the agreement. FISCAL IMPACT

There is no fiscal impact for the use of facilities. The costs for staffing and/or unique facility requirements (i.e. sound technician, field prep, custodial services) may occur and would be funded through program and event budgets.

BACKGROUND AND PREVIOUS ACTIONS

On November 15, 2021, city Council approved an Intergovernmental Agreement (IGA) between Agua Fria Union High School District (AFUHSD) and the city of Goodyear for Joint Use Facilities between Desert Edge High School (DEHS) and the Goodyear Recreation Campus (GRC) (the “2021 IGA”).

STAFF ANALYSIS

The AFUHSD and the city have a history of collaborating while serving the community. The 2021 IGA provided for the joint use of certain facilities in the Goodyear Recreation Campus and Desert Edge High School. The district and city staff wanted to amend the agreement to include the Loma Linda pool as an additional city facility available for joint use and to include Goodyear High School and Millennium High School facilities as additional facilities available for joint use.

The 2021 IGA was so specific to the facilities of Desert Edge High School, the inclusion of additional facilities to the 2021 IGA by amendment would have required substantial revisions to the 2021 IGA, making it cumbersome to administer. Accordingly, staff prepared a replacement IGA, Attachment A, that includes all of the existing and proposed new facilities and that will allow for future changes to the facilities covered by the joint use agreement to be modified by amendment without the need for approval from the governing bodies of either the city or the district. Under the terms of the new intergovernmental agreement, the 2021 IGA will terminate upon the effective date of the new agreement.

The following is a breakdown of the city and district facilities that will be available for joint use:

This continued partnership provides student access to GRC amenities and Loma Linda Pool while providing the city with shared use of school auditoriums for performances and gymnasiums for youth sports practices, adaptive programs, and games. Both entities have the first right of refusal regarding the use of facilities. By fostering this strong partnership, the city and school district will strategically enhance scheduling for sports, special events, community programs, and school functions.
