SUMMARY
Ali Rauhi Shiha, Agent for Goodyear Food Store has submitted an application for a new Series 10 (Beer and Wine Store) liquor license for the location at 13310 W. Van Buren St., Goodyear, AZ 85338. The applicant is requesting that the city forward a recommendation to the Arizona Department of Liquor Licenses and Control (DLLC) for consideration and issuance of the license.

FISCAL IMPACT
In compliance with the Goodyear Municipal User Fee Schedule, the applicant submitted the required $635 administrative application fee.
BACKGROUND AND PREVIOUS ACTIONS
The City Clerk’s Office received a new Series 10 (Beer and Wine Store) liquor license application on June 18, 2025, from the Arizona Department of Liquor Licenses and Control (DLLC) for Goodyear Food Store, represented by Ali Shiha. A new application is required because the ownership of the establishment has changed, and a Series 10 license is non-transferable under state law. Therefore, the new owner must obtain a new liquor license to continue alcohol sales. The owner is currently operating the business under an interim permit issued by the DLLC while the application is processed.
A request to extend the required 60-day period to accommodate the 20-day posting period was denied by the DLLC. In accordance with A.R.S. §4-201(B), the public hearing notice was posted on June 23, 2025. As of the date the agenda was posted on July 2, 2025, no petitions or protests have been received. The posting period will conclude on July 13, 2025; any protests submitted before that date will be forwarded to the DLLC. The application has been reviewed internally by the Police Department and the Development Services Department (Code Compliance and Planning & Zoning). The application materials are included as Attachment A – DLLC Local Governing Body Report.

The requested Series 10 license authorizes the retail sale of beer and wine in original, sealed containers for off-premises consumption only. It does not permit on-site consumption of alcohol and does not require a minimum percentage of food sales. The license is non-transferable.
State regulations (A.R.S. §4-207) prohibit the issuance of liquor licenses within 300 feet of licensed childcare facilities or K–12 schools; the proposed location complies with these requirements. For context, a One-Mile Report and Evaluation Map is provided as Attachment B, showing existing liquor licenses and five K–12 schools within one-mile.

The applicant has confirmed that both the owner and manager have completed these trainings. Operationally, a manager will be on-site at all times, and valid identification will be required for anyone appearing under the legal drinking age.
