SUMMARY
The Goodyear Police Department (GYPD) is requesting funding to support anti-human trafficking task force activities and equipment through the Arizona Department of Public Safety (DPS) Anti-Human Trafficking Grant opportunity.

RECOMMENDATION
FISCAL IMPACT
The grant award of $210,000 does not require matching funds. The officers that participate in task force activities are funded through the department’s FY2026 base budget.
BACKGROUND AND PREVIOUS ACTIONS
In 2024, the Arizona Legislature enacted SB 1724, establishing the Anti-Human Trafficking Grant Fund. The GYPD was a subrecipient of the grant through the Avondale Southwest Family Advocacy Center. This offered the Special Victims Unit (SVU) detectives to work additional task force operations and receive training.
The department had two Special Victims Unit detectives work 95 cases associated with human trafficking in 2024 and 2025 is on track to meet or exceed the number of cases. Currently, the detectives working anti-human trafficking investigations operate with a full-time SVU caseload resulting in overtime to support the task force operations and additional investigations.
Detectives currently assigned to trafficking investigations operate with full-time caseloads unrelated to trafficking, limiting capacity. GYPD currently receives Task Force Assistance from Avondale.

STAFF ANALYSIS
City staff recommends Council adopt Resolution No. 2025-2488 included as Attachment A, and authorize the City Manager or designee to take all actions and execute all documents needed to complete the grant funding application for direct funding to expand operations and technical capability.
