RECOMMENDATION
Approve Employment Agreement for Presiding Municipal Judge. (Lyman Locket, Human Resources Director)
FISCAL IMPACT
There is no fiscal impact associated with the approval of this employment agreement. It is anticipated that the current operating budget within the Municipal Court Budget is sufficient to pay for these costs.
BACKGROUND AND PREVIOUS ACTIONS
The Judicial Advisory Committee conducted a comprehensive review of Presiding Judge Manuel Delgado’s performance and subsequently provided a recommendation for reappointment to City Council. City Council met with Judge Delgado on October 6, 2025, and unanimously voted for his reappointment to a new two-year term.
STAFF ANALYSIS
Staff has conducted a review of compensation and confirm this action will align all charter officers with the provision of executive leave. The Presiding Judge's Employment Agreement is included as Attachment A.
