SUBJECT: RESOLUTION ADOPTING THE 2025 GOODYEAR EMERGENCY OPERATIONS PLAN

SUMMARY

The Goodyear Fire Department Emergency Management Division is responsible for developing and maintaining an Emergency Operations Plan (EOP) on behalf of the city. The EOP provides city personnel with the framework to respond to and recover from large-scale disaster incidents, whether caused by natural or man-made hazards. This revision includes current State and Federal guidance and best practices for responding to and recovering from disaster incidents.

RECOMMENDATION

ADOPT RESOLUTION NO. 2025-2492 TO APPROVE THE IMPLEMENTATION OF THE 2025 REVISION OF THE GOODYEAR EMERGENCY OPERATIONS PLAN (EOP), REPLACING RESOLUTION NO. 16-1750, AND AUTHORIZING THE MAYOR TO SIGN THE LETTER OF APPROVAL AND IMPLEMENTATION ORDERING THE EXECUTION OF THE EOP. FISCAL IMPACT

The overall city budget maintains funds that can be utilized for disaster response and recovery efforts.

BACKGROUND AND PREVIOUS ACTIONS

The city’s EOP was most recently approved by Council in 2016 via Resolution No. 16-1750. The EOP outlines the structure and processes guiding departmental response to emergencies and disasters and is regularly maintained by the Emergency Management Division of the Goodyear Fire Department. Adoption of the EOP is required pursuant to Goodyear Municipal Code 3-7-4(D)(3) and Arizona Revised Statutes § 26-308(D).

STAFF ANALYSIS

The Emergency Management Division of the Goodyear Fire Department collaborated with all departments identified in the EOP to verify the accuracy of assigned roles, responsibilities, and operational actions. The city also worked with the Maricopa County Department of Emergency Management to ensure this revision aligns with regional emergency management practices and partner agencies throughout the county.

The EOP is exempt from public disclosure pursuant to Arizona Revised Statutes §§ 41-1801 through 41-1805. Staff recommends adopting Resolution No. 2025-2492, which is included as Attachment A.
