This is a public hearing to consider the annexation of approximately 31.4 acres of property, generally located 650-feet east of the northeast corner of West Yuma Road and South Perryville Road.

FISCAL IMPACT
Annexation of land has a fiscal impact. A brief overview of anticipated public infrastructure and services impact is included in Attachment C. If the property is annexed, more detailed fiscal impact analyses will be included in future City Council reports as the property develops. There is no fiscal impact associated with staff continuing to proceed with the state statutory requirements for annexation.
BACKGROUND AND PREVIOUS ACTIONS
This item was previously presented to City Council on April 28, 2025. At that meeting the City Council authorized staff to initiate the annexation process. The application request is for the annexation of approximately 31.4 acres of property, generally located 650-feet east of the northeast corner of West Yuma Road and South Perryville Road. The area encompasses three different parcels currently with Maricopa County Assessor’s Parcel Numbers 502-40-267, 502-40-268, and 502-40-280) (the “Property”). Parcel No. 502-40-268 is owned by the Treguboff Family Trust and in the care of Fred and Patsy Darlene Treguboff, Parcel No. 502-40-267 is owned by Arizona Public Service Company, and Parcel No. 502-40-280 is owned by Michael A. and Joan D. Treguboff. The Annexation Map and Legal Description can be found in Attachment B. The Property is within a county island that is surrounded by the city of Goodyear.
The abutting parcels to the north and east of the Property are part of a large multi-phase residential subdivision known as La Privada at West Goodyear. Southwest of the Property are five parcels located at the northeast corner of West Yuma Road and South Perryville Road. These properties have different owners and are not a part of the annexation petition. To the south, across West Yuma Road, is a vacant commercial corner which is part of a large multi-phase residential and commercial master-planned community called Las Ventanas at West Goodyear. An aerial photo of the Property and vicinity can be found in Attachment A.

This Public Hearing is to receive public input on a pending application:
The City’s General Plan designates the annexation area with the Neighborhoods Land Use designation, which provides areas for residential neighborhoods and includes community facilities such as schools and places of worship. The existing county zoning for the annexation area is Rural-43 (RU-43). However, upon annexation, the property would be designated as the city equivalent zoning district, Agricultural Urban (AU).
If the annexation request is approved, Parcel 502-40-268, containing approximately 26.76 acres out of the 31.4 acres is proposed to be acquired by Dominium Inc. (Dominium), a development company focused on developing workforce housing communities, for the construction of a single-family attached residential community.
Dominium has submitted a rezoning application for Parcel 502-40-268 that will be reviewed concurrently with this annexation. The rezoning application requests a rezone of Parcel 502-40-268 from Agricultural Urban (AU) (the zoning designation the property would receive if annexed) to R1-A. The rezone would facilitate the development of a Single Family Attached residential community, and the proposed rezone application will be presented to the Council at a later date if the annexation is approved and finalized.
If the annexation is approved by Council, the applicant expects to continue with the application to rezone approximately 26.76-acres to R1-A zoning.
STAFF FINDINGS
The annexation request is compatible with the General Plan provided that the water resources are provided as proposed, the developer constructs the water and wastewater infrastructure needed for the city to provide services to the property, and any road improvements that will be required under the Engineering Design Standards and Policies Manual to address the impacts of the development. The proposed annexation, which anticipates the construction of a single-family residential community, provides for “complete neighborhoods” that support the needs of the residents, including a range of housing options, in the vicinity and the overall Goodyear community (General Plan Goal LC-4).
