SUMMARY
The City Manager has provided City Council with notice of her intent to retire effective March 6, 2026. Following this notification, the city desires to retain an executive recruitment firm to conduct the search and facilitate the recruitment process for the next City Manager.
Staff recommends that the City Council establish a Council Subcommittee comprised of three Councilmembers to assist with the initial phase of the search process, including selection of a recruitment firm, followed by an initial screening of applicants. The full City Council will review, interview and select from the top applicants as recommended by the Subcommittee.

RECOMMENDATION
Appoint a subcommittee comprised of three Councilmembers to assist with the selection of the executive recruitment firm that will conduct the City Manager recruitment process and conduct an initial screening of applicants. (Joe Pizzillo, Mayor; Lyman Locket, Human Resources Director)
FISCAL IMPACT
There is no fiscal impact associated with the appointment of the subcommittee. Costs will be incurred once a recruitment firm is selected and contracted to conduct the search for the City Manager. It is anticipated that the current operating budget within the City Manager's Office is sufficient to pay for these costs.
BACKGROUND AND PREVIOUS ACTIONS
The City Manager announced her retirement effective March 6, 2026, concluding 14 years of service with the city. With this anticipated transition, staff recommends that the city initiate a formal recruitment process to ensure a leadership transition and to attract a broad and diverse pool of qualified candidates.
STAFF ANALYSIS
To ensure the City finds the right individual to lead the organization, the first phase of the recruitment process will focus on retaining a professional executive recruitment firm.

The Council Subcommittee will be responsible for the following:
1. Collaborate with city staff to issue and post a Request for Qualifications (RFQ) for executive recruitment services; and
2. Review the submissions from the Request for Qualifications and make a recommendation to the full City Council to award the contract for the recruitment firm; and
3. Work with recruitment firm to conduct preliminary screening of applicants and develop a “short list” of approximately five candidates to be recommended to the full City Council for review, final selection and appointment.
The Council Subcommittee will automatically terminate upon completion of the City Manager recruitment process.
