Planning & Zoning Commission ACTION REPORT
 
SUBJECT: GENERAL PLAN AND DEVELOPMENT TRENDS REPORT UPDATE

SUMMARY:

Staff will brief the Planning and Zoning Commission on themes and early findings from a forthcoming report that examines Goodyear’s development trends and progress toward the 2035 General Plan.

RECOMMENDATION:

Staff will provide the Commission with a General Plan and Development Trends Report Update. This is for informational purposes only. (Christian M. Williams, Deputy Director Development Services - Planning)

FISCAL IMPACT:

There is no direct fiscal impact associated with the development trends and General Plan update.

BACKGROUND AND PREVIOUS ACTIONS:

At a work session held on February 9, 2026, the Goodyear City Council received an update on a fiscal year 2026 strategic plan item for Common Visioning.  The goal of the Common Visioning project is to continue to improve Council and staff alignment on the future vision for development in the city. There had already been significant progress on this goal, with a large part being the adoption of the city's General Plan, multiple master plans, and updates to development related city codes and ordinances.

A future deliverable that resulted from that discussion is a General Plan and Development Trends report, slated to be presented to Council in October 2026. This report will provide Council and the community with updates on development trends in Goodyear, as well as a progress report on the city's implementation of the General Plan 2035.

The Goodyear General Plan was ratified by voters on May 21, 2024 and reflects the long-range vision of the community.  Established by Arizona Revised Statutes (ARS) section 9-461.05, the General Plan outlines guiding policies to manage growth with a series of required elements or topics. The statute also requires an annual report on Plan status and progress.

STAFF ANALYSIS

The General Plan and Development Trends Report will provide data dating back to 2024 with an emphasis on calendar year 2025. The publishing of this report will establish an annual cycle for providing updates to Council on key metrics that tell the story of development in Goodyear. Updates will be provided for key growth areas as identified in the General Plan, as well as staff identified areas of interest. The report will also provide information on the development process itself, covering the entire life-cycle of a project from site selection to Certificate of Occupancy (C of O).
