SUBJECT: TEMPORARY ASPHALT SIDEWALK SOUTH SIDE OF YUMA ROAD – CANYON TRAILS BOULEVARD TO SARIVAL AVENUE

SUMMARY

Temporary Asphalt Sidewalk South Side of Yuma Road – Canyon Trails Boulevard to Sarival Avenue

Recommendation

Approve the creation of a new CIP project to construct temporary asphalt sidewalk on the South Side of Yuma Road – from Canyon Trails Boulevard to Sarival Avenue.  (Hugh Bigalk, P.E., City Traffic Engineer)

FISCAL IMPACT

Design and construction of this project is anticipated to cost $200,000. We are requesting $7,000 in existing one-time funds and $193,000 from FY2021 contingency funds.  The temporary asphalt sidewalk, if approved, would be constructed in FY2022 and will be replaced during the construction of CIP project 4200 N – Yuma Road from Canyon Trails Boulevard to Sarival Avenue scheduled to begin construction in the 4th quarter of FY2023.

BACKGROUND AND PREVIOUS ACTIONS

Yuma Road is classified as a scenic arterial, which is three through lanes in each direction, a landscaped median, curb and gutter, and sidewalk.  The north side of Yuma Road between Canyon Trails Boulevard and Sarival Avenue has been improved by Canyon Trails and Sarival Marketplace developments.  However, the south side of Yuma Road in this area has not been improved as the Sarival Gardens development, currently known as Vanderbilt Farms, has existed since the 1970s, and unfortunately, sidewalk improvements were not required per the development standards at that time.  Roadway improvements to the south side of Yuma Road in this area were programmed into the FY2020-2024 CIP as project 4200N, with design and land acquisition in FY2024 and construction in FY2025.  As a result of increased traffic demand on Yuma Road, design has been moved to FY2022, with construction being completed in FY2024 in the proposed FY2022-2026 CIP.

Installation of permanent concrete sidewalk is not recommended until the half street improvements are constructed due to potential right-of-way and drainage concerns.  To provide safe pedestrian access on the south side of Yuma Road until the half street improvements can be made, an eight-foot-wide temporary asphalt sidewalk is being proposed.  This temporary asphalt sidewalk is a cheaper option compared to concrete.

STAFF ANALYSIS

Staff is recommending approval of the project and related budget transfers using $7,000 in existing one-time funds and $193,000 in contingency funds to design and construct a temporary asphalt sidewalk along the south side of Yuma Road from Canyon Trails Boulevard to Sarival Avenue.
