SUBJECT: APPROVE THE CONSTRUCTION OF A FENCE AT EL CIDRO AND ASSOCIATED BUDGET TRANSFER.

SUMMARY

Approve the construction of a fence at El Cidro and associated budget transfer.

Recommendation

Approve the construction of a fence at El Cidro in order to protect city owned parcel against illegal dumping and approve associated budget transfer. (Sumeet Mohan, P.E. Director of Engineering)
 

FISCAL IMPACT

This Council action will authorize the budget transfer of $74,600, to add project funds in FY2022. Funding for this project is available in the general fund due to unanticipated savings from various completed CIP projects.

 

BACKGROUND AND PREVIOUS ACTIONS

There has been constant illegal dumping on the City owned parcel at the South West Corner of Cotton Lane & Lower Buckeye Road area since 2018.
 

STAFF ANALYSIS

In the past, we have taken many actions to prevent illegal dumping, which has included posting signs, involving police department, pursuing the dumpers when we caught them on some rare occasions, etc., but it has not worked in a sustainable manner. We have continued experiencing illegal dumping, because many new homes and pools have been constructed in this area, so this site has become an easy target, because of being in close vicinity, and having easy access to. Additionally, when other residents or travelers in this area have seen piles of dirt, they have illegally dumped their own trash like tires, construction debris, etc. in the late evenings and nights.

The residents near this area have complained about this issue many times, because many homes back up to this site. In the last two years, Engineering and Parks Departments have been collaborating and addressing these concerns, and have spent ~$64,000 on ongoing cleanup efforts, but a fence is being recommended due to it being a physical deterrent.
