SUMMARY

Addition of June 19th "Juneteenth" as a city of Goodyear paid holiday.

Recommendation

Approve June 19th as a new city holiday celebrating Juneteenth. (Lyman Locket, Human Resources Director)

FISCAL IMPACT

Hard costs associated with this recommendation are as follows:
Police - $65,500
Fire - $58,000

Total - $123,500
Soft costs include lost productivity due to city facilities being closed.

For the current fiscal year it is estimated that salary savings will be sufficient to cover these costs and no budget transfers will be required.  FY2023 will be developed with these costs built into the base operating budget.

BACKGROUND AND PREVIOUS ACTIONS

On June 17, 2021, President Joe Biden signed S. 475, the Juneteenth National Independence Day Act, into law. S. 475 passed the House of Representatives on June 16 and the Senate on June 15. The House companion measure was H.R. 1320. The act amends Section 6103(a), Title 5 of the United States Code to designate June 19 as Juneteenth National Independence Day. In past Congresses, legislation was introduced to create a federal holiday and the House and Senate also agreed to resolutions honoring Juneteenth.

STAFF ANALYSIS

Given the significance of this date in US history Juneteenth has been celebrated since 1865 and 49 states and the District of Columbia have passed legislation recognizing it as a holiday or day of observance.

In recognition of this important day in United States history, we are recommending adding June 19th (Juneteenth) to our recognized city holidays noted below:

2. Martin Luther King Day
3. President's Day
4. Memorial Day
5. Independence Day
6. Labor Day
7. Veteran's Day
8. Thanksgiving Day
9. Friday after Thanksgiving Day
