SUMMARY
A request to authorize the expenditure of funds for the City of Goodyear Transportation Master Plan.
Recommendation
Authorize the expenditure of funds for the TMP in an amount not to exceed $530,000. (Christopher Bridges, Transportation Planning Manager).
FISCAL IMPACT
The project is currently budgeted and programmed in the Capital Improvement Program in FY2023 in the amount of $530,000.
BACKGROUND AND PREVIOUS ACTIONS
The City of Goodyear Council and Management have identified the need to take a more proactive approach towards the development of the City’s overall transportation network. As a result, the City of Goodyear TMP will cover a 20-year planning horizon, review the development of previous projects from the 2014 TMP, evaluate currently programmed capital improvement projects, integrate the most recent or ongoing multimodal planning efforts such as the Avondale-Goodyear Transit Study, and will include coordination with the ongoing Goodyear Parks and Recreation Master Plan and General Plan update. The overarching goal of the TMP is to position the City for success and to put an emphasis on the safe and efficient movement of people, goods, and services in a proactive and fiscally responsible manner.

STAFF ANALYSIS
Staff received five submittals from consultant firms on June 6, 2022 in response to the posted request for qualifications. The submittals were reviewed and ranked by a scoring committee consisting of representatives of several City departments. As a result of that review process, staff is now actively pursuing development of the final scope and fee with the top ranked firm, HDR, for use in the final contract. The negotiations with HDR are focused on ensuring the final cost of the plan will come in under the budgeted amount programmed in the FY23 Capital Improvement Program, as well as developing a schedule that would result in the TMP being completed in approximately 18-months. With Council approval of this authorization of funds, not to exceed $530,000, staff anticipates having HDR under contract and giving a notice to proceed in August, which would result in a completed plan by December 2023 or January 2024.
