SUMMARY

The inaugural Tour de Cure Arizona: 56 was held on March 6th, 2022. Hundreds of cyclists and volunteers joined together in support of the mission of the American Diabetes Association to prevent and cure diabetes and to improve the lives of all people living with diabetes by raising more than $550,000. The Tour de Cure: Arizona 56 is the premiere cycling and fundraising event that raises critical funds, which allows the American Diabetes Association to make major strides in the fight against diabetes through life changing programs and education, research, and advocacy.

For 2023, the 56-mile ride will be modified and will remain primarily in Goodyear, and, although the exact route has yet to be determined, the change will better ensure the safety of riders and avoiding roads with lane restrictions/closures due to construction. While the route will change, it will still deliver distinct views and attractions throughout the trek. In addition to the 56-mile ride, the community and family fun ride options will return, which include a 23-mile ride and 5.6-mile ride, respectively.

A specific date for the 2023 ride has not yet been selected as the goal is to pair the event up with a Cleveland Guardians spring training game. The American Diabetes Association is again seeking the city donation of public safety in-kind services associated with the planning and execution of the ride.

Recommendation

FISCAL IMPACT

The cost for Goodyear Police and Fire services for the inaugural Tour de Cure Arizona: 56 was $18,500. It is anticipated that the same number of personnel will be needed to staff the 2023 ride. Based on the proposed staffing levels and increases in hourly rates for sworn personnel, the estimated cost for 2023 is $20,000. These costs will be absorbed within the currently authorized budgets of the Police and Fire Departments.

Ballpark staff continually seek opportunities to partner with other events, to draw visitors to spring training to increase ticket sales and attendance. The Tour de Cure creates a unique opportunity to utilize the reach of the American Diabetes Association to market both spring training and visitgoodyear.com. The American Diabetes Association has a national email database reaching more than 2.7 million. In addition, 40,000 consultants receive emails and text message specific to the Tour de Cure event.

BACKGROUND AND PREVIOUS ACTIONS

City Council approved support of the Inaugural American Diabetes Association Tour de Cure: 56 through the provision of public safety in-kind services on October 4, 2021. The 2022 Inaugural Tour de Cure Arizona: 56 attracted 541 riders and raised more than $550,000

STAFF ANALYSIS

The inaugural event was met with some challenges with COVID-19 and the delay of spring training. Despite these challenges, the event was successful and provided a foundation to grow the ride. The 2022 Tour de Cure: Arizona 56 kicked off a brand-new iteration of the traditional Tour de Cure Cycling Event. Incorporating Goodyear Ballpark, Phoenix Raceway and the Estrella and White Tanks mountains gave riders a unique experience never before seen at a Tour de Cure event.

The American Diabetes Association is working closely with the neighboring cities and agencies involved with the ride and has sent a formal letter requesting in-kind support. Goodyear’s Public Safety will experience the largest impact, with the ride being primarily in Goodyear. The following public safety resource needs are anticipated:

Goodyear Police Department
  • Command team that will monitor race activities, have direct contact with our Police Department partners, be the overall emergency incident commander and be the central area for emergency resources
  • Officers staffed at intersections along each ride route in Goodyear, with two to three officers at major intersections
  • Officers staffed for traffic control at Goodyear Ballpark

Goodyear Fire
  • EMS team at Goodyear Ballpark (first aid station)
  • Coordinate first aid and medical support throughout the ride route
In addition to the resources listed above, Goodyear will develop the Incident Action Plan for the Tour de Cure, which is customary for all large events.
