SUMMARY
Request Council approval for the expenditure of FY2023 funds for the purchase of 70 Motorola communication radios and support equipment for sworn personnel and fire investigators.
Recommendation
Approve expenditure of funds up to $820,800 to purchase Motorola communication radios and support equipment for sworn personnel and fire investigators. (Tim Wayne, Interim Fire Chief)
FISCAL IMPACT
The FY22-23 Fire budget has an allocation of $820,800 for the procurement of Motorola communication radios and support equipment.
BACKGROUND AND PREVIOUS ACTIONS
Per city of Goodyear Resolution 08-1255, all expenditures of budgeted funds in excess of $500,000 must obtain Council approval.
The replacement of the radios and support equipment have been identified in the Asset Replacement Program, scheduled for replacement in FY23. This purchase funding was approved in the FY23 budget.

STAFF ANALYSIS
Motorola Solutions is the sole source vendor for the State of Arizona. This purchase is utilizing the state cooperative rate Goodyear contract #20-5313 / Arizona State contract # CTR046830 for communication equipment.
As part of the Automatic Aid system, the equipment standard is changing to the new model of radios and required support equipment. Motorola Solutions will not support the current radios beyond mid-year 2023.
The department’s current support equipment will not be compatible with the upgraded radios, therefore require replacement. The upgraded radios integrate with current self-contained breathing apparatus for optimal communication on emergency scenes. This provides clear and seamless communication between crews operating in the hot zone and incident command.
