SUMMARY
Correction of action taken on Municipal User Fees in July 2022 when an incorrect exhibit was included.
Recommendation
Reconsider and disapprove Resolution No. 2022-2260 previously approved on July 18, 2022. (Doug Sandstrom, Finance Director)
FISCAL IMPACT
The reconsideration and disapproval of Resolution 2022-2260 results in the implementation of rates consistent with revenue projections for fiscal year 2023. Leaving Resolution 2022-2260 in place will result in lower than anticipated revenue collections for the fiscal year and fees which do not reflect the cost of providing service.
BACKGROUND AND PREVIOUS ACTIONS
On July 18, 2022, the City Council adopted Resolution 2022-2260 updating fees for fiscal year 2023. The resolution referenced a Municipal User Fee Schedule as Exhibit A. The included Exhibit A was incorrect, resulting in the unintended adoption of inappropriate rates for approximately 70% of the fees. With the disapproval of Resolution 2022-2260, rates will revert to the amounts previously adopted with Resolution 2021-2167.
STAFF ANALYSIS
The changes resulting from Exhibit A to Resolution 2022-2260 are not consistent with information presented to the City Council or within other portions of the resolution. The incorrect version of Exhibit A was included due to an administrative error. The recommended action will immediately revert the fees to amounts adopted previously by the City Council with Resolution 2021-2167.
