SUMMARY
The Estrella Foothills High School Class of 2022 has requested the Rustler Road Alignment located east of Estrella Parkway at the intersection of Estrella Parkway and the private drive/road into Estrella Foothills High School be renamed to “Wolfpack Way”.
Recommendation
ADOPT RESOLUTION NO. 2022-2275, AUTHORIZING A NAME CHANGE FOR THE SECTION OF THE RUSTLER ROAD ALIGNMENT LOCATED EAST OF THE INTERSECTION OF ESTRELLA PARKWAY AND THE PRIVATE DRIVE/ROAD BETWEEN FOOTHILLS COMMUNITY PARK AND ESTRELLA FOOTHILLS HIGH SCHOOL TO WOLFPACK WAY AND ESTABLISHING AN EFFECTIVE DATE. FISCAL IMPACT
The renaming of the Rustler Road alignment to Wolfpack Way will require the replacement of the existing illuminated sign panels on the traffic signal at the intersection of Estrella Parkway and the private drive/road between the Foothills Community Park and Estrella Foothills High School. This work is estimated to cost $8,000 for the production of new illuminated sign panels, installation and traffic control, which will be performed by a contractor using transportation maintenance funds.
BACKGROUND AND PREVIOUS ACTIONS
During the public comment period at the Regular Meeting on May 23rd, 2022, several students from the Estrella Foothills High School requested Council consider changing the street name shown at the traffic signal near Estrella Foothills High School.
STAFF ANALYSIS
Generally, the City only initiates street name and address changes to conform to the Maricopa County Street Addressing and Naming Policy, or to eliminate conflict or confusion with a particular street name or address. However, the renaming of the Rustler Road alignment east of the traffic signal at the intersection of Estrella Parkway and the private drive/road between Foothills Community Park and Estrella Foothills High School will not significantly conflict with the street naming policy because the location of the Rustler Road alignment being renamed is a primary entrance to Estrella Foothills High School. Also, the new name will not conflict with any existing street names in Goodyear or the surrounding communities.
Staff supports the name change because of its minimal impact on the city’s street naming policy, it supports Estrella Foothills High School and provides for ease of navigation for the general public in accessing the school, the alignment of Rustler Road in this area is not a public street but a private drive/road, and being privately owned, and there are no addresses assigned to the section of the Rustler Road alignment being renamed.
