SUBJECT: APPROVE THE INTERGOVERNMENTAL AGREEMENT BETWEEN THE CITY OF GOODYEAR FIRE DEPARTMENT AND THE CITY OF PHOENIX FIRE DEPARTMENT FOR THE PARTICIPATION IN THE AUTOMATIC AID AGREEMENT

SUMMARY

The Phoenix Fire Department and the Goodyear Fire Department desire to enter into an Intergovernmental Agreement ("IGA") to provide and receive automatic assistance for fires and other types of emergency incidents.

Recommendation

Approve and authorize the City Manager or designee to enter into a new Intergovernmental Agreement ("IGA") between the City of Goodyear and the City of Phoenix to provide and receive automatic assistance for fires and other types of emergency incidents. (Paul Luizzi, Interim Deputy City Manager)

FISCAL IMPACT

There are no associated costs with the Regional Metropolitan Phoenix Fire Service Automatic Aid Agreement itself, however, there are associated dispatch and maintenance costs, based on cities' total dispatches. These associate fees are charged on an annual basis pursuant to the IGA between the City of Goodyear Fire Department and the City of Phoenix as part of the Regional Dispatch System. The fees assessed for Fiscal Year 2023 for an annual amount of $704,136.

BACKGROUND AND PREVIOUS ACTIONS

The Automatic Aid System has been in existence since 1976. The Goodyear Fire Department has been involved with the Metro Phoenix Automatic Aid Consortium since 1999. The original IGA was signed on December 6, 1999. As part of the Automatic Aid Consortium, the Goodyear Fire Department has a seat on the Central Arizona Life Safety Council which develops and oversees the operational procedures for more than 26 cities and fire districts that provide emergency service to the Metro Phoenix area. Automatic Aid, the system that provides customers with the fastest response to emergencies, has been working daily in our community for over twenty years. The Automatic Aid system provides the community and the customer with a high level of customer service effectiveness. The previous Automatic Aid agreement was approved by Council on December 11, 2017.

STAFF ANALYSIS

The Goodyear Fire department supports being a part of the Metro Phoenix Aid Consortium. The delivery of fire protection, special operations, and emergency medical service in the Metro Phoenix area is a great model for intergovernmental cooperation, efficiency, and customer service. Automatic Aid is considered the "Gold Standard" of emergency service delivery systems.
