SUMMARY
Request City Council approve expenditures up to $755,000 for operational improvements at the Rainbow Valley Water Reclamation Facility (WRF).
RECOMMENDATION
Authorize expenditure of funds up to $755,000 for CIP Project #60110 for construction of operational improvements at the Rainbow Valley Water Reclamation Facility (WRF). (Barbara Chappell, Water Services Director; Lisa Melton, Senior Project Manager)
FISCAL IMPACT
The Rainbow Valley WRF Operational Improvements project was approved in the FY2023 Capital Improvement Program with a total budget of $1,875,000 in wastewater operational funds. This project will provide for construction of immediate operational needs at the Rainbow Valley WRF.
BACKGROUND AND PREVIOUS ACTIONS
Design Build services have been procured for the operational enhancement and expansion of the Rainbow Valley WRF. Council previously approved the expenditure of $650,000 (10/24/2022) for design and pre-construction services. Construction of improvements will address immediate operational needs at the facility and maintenance challenges.
STAFF ANALYSIS
The Rainbow Valley WRF is currently incurring operational challenges, due to high peak flows, undersized basins and lack of redundancy. Improvements have been identified that will allow the facility to reliably meet its permitted capacity. The expansion of the facility will be completed under separate project.
