SUMMARY
Approval of additional expenditures of $485,300 for the cleanup of Bullard Wash between Interstate 10 (I-10) and Gila River. The Bullard Wash Maintenance project consists of various maintenance activities. The project limits are approximately six (6) miles.

RECOMMENDATION
Approve additional expenditure of funds up to $485,300 for Capital Improvement Project (CIP) #60080 to perform the maintenance of Bullard Wash to reestablish channel conditions. (Craig Lynch, Stormwater Superintendent; Todd Carpenter, Interim Deputy Public Works Director)
FISCAL IMPACT
The Bullard Wash Conveyance CIP #60080 was approved by Council in the FY2023 CIP with a project budget of $4,770,000 in general funds. $2,190,000 has already been approved by council and allocated for the Bullard Wash project. We are currently requesting approval for an additional $485,300 for a total authorized amount of $2,675,300. With the addition of requested funds, the actual cost of the project is well within the overall project budget.
BACKGROUND AND PREVIOUS ACTIONS
Per City of Goodyear Resolution 08-1255, all expenditures of budgeted funds in excess of $500,000 must obtain Council approval. On November 7, 2022, Council previously approved expenditures for this project up to $2,190,000.
STAFF ANALYSIS
Per the approved CIP, the Bullard Wash Conveyance project consists of various maintenance activities within Bullard Wash between I-10 and the Gila River. This maintenance is required to improve drainage capacities south of I-10. As we have navigated through this project, we have found that the overall quantities of material to be removed has increased from original contracted quantities. Through extensive coordination efforts with the contractor and design engineer, along with additional surveys, it was determined an additional 25,000 cubic yards must be removed and disposed of from the project in order to restore Bullard Wash to original design and flow capacities.
