SUMMARY
The City was awarded funding from the Maricopa Association of Governments (MAG) under the Regional Safety Program (RSP) for safety improvements to the curve on Vineyard and 143rd Ave.

RECOMMENDATION
Approve the Joint Agency Agreement with the Maricopa Association of Governments (MAG) for project 42070 - Vineyard and 143rd Ave Safety Project and authorizing necessary budget amendments and all expenditures of up to $30,000 for design in FY 2023 and up to $414,671 for construction in FY 2024. FISCAL IMPACT
The fiscal impact for this project is a total of $30,000 for the design phase. The construction phase is 100% reimbursable in an amount not to exceed $414,671 and ultimately is at no cost to the City. The total project budget will be $444,700.
BACKGROUND AND PREVIOUS ACTIONS
This project was identified after a call for projects by MAG for potential RSP funding. During the most recent five-year period ending February 2022, this location saw 6 total vehicle roadway lane-departure crashes including 1 fatal and 5 incapacitating crashes on a roadway with only 1,754 vehicles per day. The project is for the design and installation of enhanced curve warning signs, wider longitudinal pavement marking, transverse rumble strips (imbedded in concrete) and roadway lighting. The installation of the chosen countermeasures will increase driver awareness of an approaching curve, increase visibility at night, and are intended to inform the driver that a reduction in speed is required as they approach the curve in the roadway. These improvements will provide value to the roadway user by alerting them of the oncoming curve and by slowing down they will be able to safely navigate the segment of roadway thereby avoiding the likelihood of crashing and causing damage to their vehicle and potential physical harm to themselves and their passengers. Design will be IN FY2023 and Construction in FY2024 per the requirements of the MAG RSP grant funding. The $30,000 for design is a local match dollar amount required by MAG as part of the project award and will be put toward the utilization of an on-call consultant for the final design. The City will mange the project and be reimbursed for the construction costs up to $414,671 from MAG. Design will be in FY2023 and Construction in FY2024 per the requirements of the MAG RSP grant funding.
STAFF ANALYSIS
The MAG Roadway Safety Program (RSP) was initiated in September 2019 by MAG to supplement the state’s Highway Safety Improvement Program (HSIP) program. The RSP assists with providing additional funding to local public agencies to improve the safety conditions of our roadways in all areas in three major focus areas including Pedestrian, Intersection, and Lane Departures. MAG developed this program to address these critical regional funding needs in the near term and provides the funding at 100% to cover all the construction costs. The combination of the 100% RSP construction funding and the proposed countermeasures are a very cost-effective approach to improving safety on this segment of roadway.
