SUBJECT: FEDERAL ENERGY EFFICIENCY AND CONSERVATION BLOCK GRANT

SUMMARY

The City has been allocated $144,130 in Energy Efficiency and Conservation Block Grant (EECBG) formula grant funds through the Infrastructure Investment and Jobs Act (IIJA) of 2021. To receive the funds, the City must notify the federal Department of Energy of the intended use of the funds by July 31.

RECOMMENDATION

ADOPT RESOLUTION NO. 2023-2328 AUTHORIZING THE SUBMISSION OF AN APPLICATION FOR ENERGY EFFICIENCY AND CONSERVATION BLOCK GRANT FUNDS TO THE FEDERAL DEPARTMENT OF ENERGY, AUTHORIZING THE CITY MANAGER TO EXECUTE ALL DOCUMENTS RELATING TO SAID APPLICATIONS, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A GRANT AGREEMENT (IF GRANT FUNDS ARE AWARDED), AND AUTHORIZING THE CITY MANAGER TO APPROVE THE REQUIRED BUDGET AMENDMENT (IF GRANT FUNDS ARE AWARDED). FISCAL IMPACT

There is no local match required with the EECBG program. The electric vehicle (EV) infrastructure plan will include recommendations for annual vehicle conversions and charging stations, which may be considered during the development of future city budgets.

BACKGROUND AND PREVIOUS ACTIONS

The Infrastructure Investment and Jobs Act (IIJA) of 2021 allocated $430 million to state, local, and tribal governments through the EECBG program. Funds must be used for projects and programs that cut carbon emissions, improve energy efficiency, or reduce energy use. The City must notify the federal Department of Energy of the intended use of the funds by July 31.

STAFF ANALYSIS

Staff recommends that the EECBG funds be used to complete an electric vehicle (EV) infrastructure plan and develop recommendations and a timeline for converting a portion of the city fleet to electric vehicles. The infrastructure plan shall include goals for annual vehicle conversion and charging station locations’ identification, for future fiscal years. The consultant will be required to isolate and recommend rebate and grant opportunities for Electric Vehicle Supply Equipment (EVSE), and EV replacements to meet targeting and recommended goals.
