SUMMARY
Request to provide in-kind Fire and Police public safety services, Parks and Recreation staffing, and watering of dirt lots to support the Inaugural American Heart Association West Valley Heart Walk. The event will be held on December 2, 2023 at Goodyear Civic Square from 10am to 1pm. Participants have an option to walk one mile or three miles.

RECOMMENDATION
Approve the request to provide in-kind Fire and Police public safety services, Parks and Recreation staffing, and watering of dirt lots for the American Heart Association West Valley Heart Walk on December 2, 2023. (Guylene Ozlanski, Arts & Culture Administrator)
FISCAL IMPACT
Total requested in-kind support from Goodyear is $10,900 that includes staffing, water and equipment.
Overtime costs associated with providing Fire and Police services and Parks and Recreation staffing support are estimated as follows. Although not specifically programmed for this event, event overtime costs are included in the FY2024 overtime budgets for Fire, Police, and Parks and Recreation.

BACKGROUND AND PREVIOUS ACTIONS
The American Heart Association (AHA) was founded by six cardiologists in 1924. The AHA’s mission is to be a relentless force for a world of longer, healthier lives. AHA has grown into the nation's oldest and largest voluntary organization dedicated to fighting heart disease and stroke.
The Heart Walk is the AHA’s largest nationwide campaign and was named the No.1 peer-to-peer fundraising event in the country for 2021 by the Peer to Peer Professional Forum. The Heart Walk along with other Heart Challenge campaigns has raised $100 million. Participating in the Heart Walk is about coming together, getting hearts pumping, honoring survivors, raising lifesaving funds, and having fun along the way.
The City Council has previously approved the provision of public safety in-kind services for events such as:

- The Inaugural American Diabetes Association Tour de Cure: 56 on October 4, 2021, which attracted 541 riders and raised more than $550,000.
- Sky Kids Fly Day event held at the Lux Air Jet Centers at the Goodyear Municipal Airport on March 25, 2023, offering children with special needs an opportunity to fly in a general aviation aircraft with an expert pilot.
STAFF ANALYSIS
AHA has requested that the city support the Inaugural West Valley Heart Walk through in-kind event services. The event will utilize Civic Square Park, Bullard Wash and adjacent roadways.
In evaluating this event, it aligns with Council strategic goals of enhancing Quality of Life and strengthening Sense of Community. Additionally, it provides a wellness activity for residents and an opportunity to give back through the work of AHA. With an anticipated attendance of 5,000 people, Fire, Police, Parks and Recreation and Public Works Departments are in favor of providing the necessary services to help make the 2023 event a success.
Goodyear Police Department
· Command team that will monitor race activities, have direct contact with our Police Department partners, be the overall emergency incident commander, and be the central area for emergency resources.
· Officers staffed at intersections along the walking route in Goodyear, with two to three officers at major intersections.
· Officers staffed for traffic control at Goodyear Civic Square.
Goodyear Fire
· EMS team at Goodyear Civic Square (first aid station).
· Coordinate first aid and medical support throughout the walking route.
Parks and Recreation
· Parks and Recreation staff will be onsite to support day-of-event needs in Civic Square Park and Bullard Wash.
Public Works
· Provide staff and water to prepare dirt lots for parking.
