SUBJECT: AMENDED AND RESTATED INTERGOVERNMENTAL AGREEMENT FOR PARTICIPATION IN THE CITY OF AVONDALE HUMAN TRAFFICKING TASK FORCE

SUMMARY

An Amended and Restated intergovernmental agreement with the City of Avondale allows the City of Goodyear Police Department to participate in the West Valley Human Trafficking Task Force.

RECOMMENDATION

Authorize the City Manager or designee to execute the Amended and Restated Intergovernmental Agreement (IGA) with the City of Avondale's West Valley Human Trafficking Task Force which shall supersede the previously approved agreement. (Santiago Rodriguez, Chief of Police)

FISCAL IMPACT

The Police Department's current FY2024 base budget covers the special victim’s unit detective's position that would participate in the Human Trafficking Task Force. The City of Goodyear Police Department may request reimbursement for overtime and travel for case follow-up costs directly related to work performed by the Goodyear Police Department detective participating in the Human Trafficking Task Force. Costs may also be requested for the task force detective to attend training and travel for one personal development conference over three years.

BACKGROUND AND PREVIOUS ACTIONS

The City of Avondale, through the Southwest Valley Family Advocacy Center, applied for the Arizona Department of Emergency and Military Affairs (DEMA) grant. The grant was awarded to provide funding for programs, equipment and/or activities that reduce human trafficking.
Avondale has formed the West Valley Human Trafficking Task Force and is asking the City of Goodyear, City of Buckeye, and Maricopa County to participate. The task force is led by an Avondale sergeant with the goal of reducing human trafficking in the west valley. Goodyear City Council recently approved the original IGA on September 11, 2023, and staff is now seeking Council approval on this Amended and Restated IGA, which will supersede the previous agreement and will incorporate additional minor revisions requested by the Maricopa County Attorney’s Office.

STAFF ANALYSIS

The City's participation in the West Valley Human Trafficking Task Force allows for a cooperative effort to investigate criminal offenses concerning human trafficking of adults and minors.

The detective assigned to the task force may receive reimbursements for overtime, travel, and training while involved with task force operations. The Department’s participation will allow the Department to assist with addressing the crimes of human trafficking in Goodyear and the West Valley.

Staff have reviewed and considered the minor revisions requested and incorporated in this Amended and Restated Agreement and are now requesting Council approval.
