SUBJECT: AUTHORIZATION OF CONTRACT FOR THE EXPENDITURE OF CONSTRUCTION FUNDS FOR CIP PROJECT #60103 - CORGETT WRF CLARIFIER REHABILITATION AND TRANSFER OF FUNDS IN THE AMOUNT OF $651,000 TO CIP PROJECT #61016 – CENTRAL AVENUE SEWER LINE AND WELLS FARGO LIFT STATION.

SUMMARY

A request to authorize a contract for the expenditure of construction funds up to $2,900,000 for Capital Improvement Program (CIP) Project #60103 – Corgett WRF Clarifier Rehabilitation and transfer of wastewater operating funds in the amount of $651,000 to CIP Project #61016 – Central Avenue Sewer Line and Wells Fargo Lift Station.

Authorize the contract for the expenditure of construction funds up to $2,900,000 for Capital Improvement Program (CIP) Project #60103 – Corgett WRF Clarifier Rehabilitation and transfer of wastewater operating funds in the amount of $651,000 to CIP Project #61016 – Central Avenue Sewer Line and Wells Fargo Lift Station. FISCAL IMPACT

The Corgett WRF Clarifier Rehabilitation Project (60103) has an approved project budget of $3,781,800 in the FY2025 Capital Improvement Program funded through wastewater operating funds. The amount of the contract with Felix construction is $2,900,000.  We will be transferring savings in the amount of $651,000 from this project to the Central Avenue Sewer Line and Wells Fargo Lift Station project (61016).  This will allow the design and land acquisition portion of this project to begin early. The condition of the sewer and lift station is in a poor state and necessitates expedited construction.
 

BACKGROUND AND PREVIOUS ACTIONS

In accordance with City Code 3-4-8 and Resolution 08-1255, all contracts in excess of $500,000 must obtain Council approval.  The city has developed and approved a Capital Improvement Program.

Design work for this project started in FY2023, and we are now ready to proceed with construction activities. The rehabilitation of the clarifier and other related plant work will be completed by a selected Job Order Contract vendor.
 

STAFF ANALYSIS

Corgett Water Reclamation Facility staff found the scum arm for the clarifier broken. The scum arm had rusted from the corrosive environment and had fallen into the clarifier. A diver was hired as the clarifier cannot be taken offline due to lack of redundancy. When retrieving the scum arm, we also found the sludge collector is in similar condition to the scum arm. There are scrapers missing along with degrading metal components in the clarifier. The clarifier’s age presents struggles as parts are not easily obtained or manufactured. This is a critical component to the operations of the facility and, without correction, will lead to compliance issues.
