RECOMMENDATION
Approve the Revocable License and Hold Harmless Agreement between City of Goodyear and City of Phoenix Police. (Art Miller, Interim Chief of Police)
FISCAL IMPACT
The training that will occur at the Phoenix Emergency Vehicle Operations Center (EVOC) is included as a part of the Police department's FY2025 budget. No additional funding is required to use the EVOC.
BACKGROUND AND PREVIOUS ACTIONS
The police department was in an agreement with Phoenix Raceway to use the driving track that allowed the department to practice officer driving techniques. In 2022, the Raceway changed the user agreement to include terms that were not acceptable by the City’s legal department and therefore the agreement was terminated. The department has been looking for another suitable location to continue driving training.
STAFF ANALYSIS
After researching other driving tracks in the valley, the track located at the Phoenix Police Department Emergency Vehicle Operations Center provides an adequate area for officer training. The department is required to schedule the track through the Phoenix Police Department, at no cost to the Goodyear Police Department for use of the track. The contract is for one year from the date of execution and can be terminated by either party for convenience with a notice of termination.
