SUMMARY
Agreement with the Buckeye Water Conservation and Drainage District (BWCDD) to provide an alternative location for discharges of reverse osmosis concentrate (brine) and/or industrial cooling water for redundancy.

RECOMMENDATION
Approve the agreement with BWCDD to accept brine and industrial cooling water on an intermittent basis. (Barbara Chappell, Water Services Director)
FISCAL IMPACT
Per the Agreement, BWCDD will accept intermittent discharges of brine and/or industrial cooling water at no cost to the city.
BACKGROUND AND PREVIOUS ACTIONS
The city council has approved and amended a multi-party agreement between APS, Goodyear, and Buckeye to accept brine into the Palo Verde Generating Station’s (PVGS) water reclamation supply system (WRSS) pipeline. The Agreement provides for infrastructure needed to allow Goodyear and Buckeye to deliver brine to the PVGS while mitigating the impacts of the poor quality water.
STAFF ANALYSIS
The WRSS is a critical piece of infrastructure and will be taken out of service twice per year for maintenance and repairs. This Agreement allows the city to discharge the brine flows into the BWCDD canal during these periods of time.
Additionally, the Agreement allows for large amounts of clear water discharges from industrial cooling as needed to prevent the 157th Avenue Water Reclamation Facility from being overwhelmed or washed out by the discharges.
