Authorize a contract for the expenditure of funds for design and pre-construction services for up to $6,428,000 for Capital Improvement Program (CIP) Project #61014 – Goodyear WRF Expansion. (Barbara Chappell, Water Services Director)

Project #61014 – Goodyear WRF Expansion is included in the fiscal year (FY) 2025 budget in the amount of $7,000,000 with a total project budget of $87,000,000 within the FY2025-2029 Capital Improvements Plan (CIP).  The current year CIP budget amount is for design phase work, and the completion of the total project is expected in December 2029.

In accordance with City Code 3-4-8 and Resolution 08-1255, all contracts in excess of $500,000 must obtain Council authorization for expenditure.

On October 30, 2023 (AI-1704), Council approved the creation of CIP Project #61014 - Goodyear Water Reclamation Facility 9.5 million gallon per day (mgd) (ADD) Expansion and related budget amendment for design services of $7,000,000.

CIP Project #61014 – Goodyear WRF Expansion will increase the capacity of the Goodyear WRF and enhance the treatment technology. This project will add at least 2.0 mgd of capacity. The city is utilizing Design-Build project delivery to accelerate design and construction activities.

This Council Action Request is to obtain authorization of the contract for the design and pre-construction services of CIP Project #61014 – Goodyear WRF Expansion.
