CITY COUNCIL ACTION REPORT

SUBJECT: GOODYEAR BALLPARK TICKET PRICING STRUCTURE

STAFF PRESENTER(S): Bruce Kessman, Deputy Director Ballpark General Manager

SUMMARY

Staff is seeking approval of new Spring Training ticket pricing structure. The new structure aligns Goodyear Ballpark’s ticket pricing with pricing throughout the Cactus League.

STRATEGIC PLAN ALIGNMENT

RECOMMENDATION

Approve the Spring Training ticket pricing structure. (Bruce Kessman, Deputy Director Parks and Recreation)

FISCAL IMPACT

Staff conducted a thorough analysis of Goodyear Ballpark’s ticket pricing structure compared to all facilities in the Cactus League.  Staff also used sell-through data to determine which seating sections were most desirable by fans. Through this analysis, staff determined that modifications to the seating and pricing structure are supported.  The Cleveland Guardians and the Cincinnati Reds are in support of the new pricing structure.

Utilizing 2024 sales data, the recommended pricing structure will generate an 18% increase in gross ticket sales revenue. The additional revenue collected will be shared according to the Team Use Agreements, with 80% of the ticket price to the teams and 20% to the city. Goodyear will capture an additional $1 for every ticket sold which will result in a 27% increase in facility fee revenue. Goodyear retains 100% of facility fees which supports the fiduciary responsibility of maintaining Goodyear Ballpark and Player Development Complexes per the Team Use Agreements.

Staff understands it is imperative Goodyear Ballpark retains its affordability, with some of the lowest ticket prices in the Cactus League. Goodyear residents will continue to enjoy exclusive discounts, and the ballpark will still offer several promotions, including a senior discount, military appreciation, and child ticket pricing.

Staff recommends approving the new Spring Training ticket pricing structure. Please note that the proposed structure also establishes a range of up to $5 per ticket; this provides the flexibility to adjust pricing according to market conditions beginning in the 2026 season, keeping our competitive position in the Cactus League.

BACKGROUND AND PREVIOUS ACTIONS

Annually, Goodyear Ballpark staff surveys the Cactus League market and examines ticket pricing of the other nine facilities. All have implemented either dynamic pricing, a day of game price increase, premium game pricing, or some combination of these. Each facility has different parking parameters and parking charges range from $0 to $30 per vehicle. Goodyear Ballpark does not charge for parking.

The chart below reflects ticket pricing history, including the new Spring Training pricing structure. The new pricing is reflective of the 2025 spring training season. A range of up to $5 per ticket may be implemented beginning in 2026.

STAFF ANALYSIS

Each year, the Cleveland Guardians, Cincinnati Reds, and ballpark staff analyze attendee survey data, ticket sales trends, ticket price comparisons, and parking charges across the Cactus League. Through this process, strategies are developed to maximize revenues while ensuring Goodyear Ballpark remains competitively positioned in the Cactus League. With these principles in mind, staff sought innovative solutions to accomplish all of these goals. Utilizing sell-through data, staff determined that the seating behind home plate was the most desirable seating location. By separating three sections of seats behind home plate and creating a new pricing tier, more diverse seating options were created to meet the changing demand of our community and fans. In addition, one seating section at the end of each dugout was changed to a lower price level.

Consensus was received among the Guardians, Reds, and ballpark staff that a change to the ticket pricing structure is appropriate, taking into consideration the following principles.
  • Goodyear Ballpark will remain competitively priced in the market while maximizing revenue streams (Attachment: Cactus League Ticket Pricing Comparison).
  • Goodyear Ballpark will remain in the lower pricing tier or lowest for like seating categories in the Cactus League.
  • Goodyear Ballpark will continue group discounts, military appreciation pricing, child pricing, a senior discount and Goodyear resident offers.
