SUMMARY
Consideration and approval of an Intergovernmental Agreement (IGA) with the State of Arizona Department of Transportation (ADOT) that establishes responsibility for funding, purchasing and installation of Intelligent Transportation Systems (ITS) Dilemma Zone Protection Equipment at ten signalized intersections located in city of Goodyear (City).

RECOMMENDATION
Approve the IGA with ADOT for funding, purchasing and installation of ITS Dilemma Zone Protection Equipment and providing authorization and direction to the Mayor, or their designee, to take actions and execute documents necessary to carry out the intent of the agreement. FISCAL IMPACT
The IGA is for the implementation of a Congressionally Directed Funding (CDS) project for which the City received funding. The CDS project has a federal funding contribution of $500,000, which will be provided by ADOT. The City will fund $30,223 of the total CDS project costs, for a total $530,223 CDS project cost.
BACKGROUND AND PREVIOUS ACTIONS
In March 2023, United States Senator Mark Kelly’s office issued a request for CDS projects. Projects were required to be:
The city submitted a CDS project request for ITS and Dilemma Zone Advance Detection Technology Upgrades for consideration. The City was notified in March 2024 that its CDS project request would be funded in the Transportation and Housing appropriations bill in the amount of $500,000.
In July 2024, Goodyear was subsequently notified by ADOT that the CDS project had been approved with a federal funding amount of $500,000 and a local match of $30,223, with the funds being available September 2027.

The IGA, included as Attachment A, and the CDS project will supplement the city's ongoing efforts to install ITS Dilemma Zone Advance Detection Equipment at the city's signalized intersections.
