SUBJECT: RESOLUTION AUTHORIZING THE SUBMISSION OF A GRANT APPLICATION TO THE DEPARTMENT OF JUSTICE (DOJ) FOR A CRIME GUN INTELLIGENCE CENTER (CGIC).

SUMMARY

Council consideration and authorization for the Goodyear Police Department to submit an application to the Department of Justice (DOJ) for the Local Law Enforcement Crime Gun Intelligence Center (CGIC) Integration grant program to purchase a MatchPoint Analysis Station, BrassTrax Acquisition Station, and PAG800 Stereo Zoom microscope to establish a CGIC.

RECOMMENDATION

ADOPT RESOLUTION NO. 2026-2515 AUTHORIZING THE SUBMISSION OF AN APPLICATION FOR THE FY2025 LOCAL LAW ENFORCEMENT CRIME GUN INTELLIGENCE CENTER INTEGRATION GRANT FUNDS FOR $441,884, FOR THE GOODYEAR POLICE DEPARTMENT, TO PURCHASE A MATCHPOINT ANALYSIS STATION, BRASSTRAX ACQUISITION STATION, AND A PAG800 STEREO ZOOM MICROSCOPE TO ESTABLISH  A CRIME GUN INTELLIGENCE CENTER, AUTHORIZING THE CITY MANAGER, OR THEIR DESIGNEE, TO EXECUTE ALL DOCUMENTS RELATING TO THE GRANT APPLICATION AND GRANT AWARD, AND AUTHORIZING A BUDGET TRANSFER TO ALLOW FOR EXPENDITURE OF THE GRANT (IF GRANT FUNDS ARE AWARDED). (Brian Issitt, Chief of Police)

FISCAL IMPACT

The Goodyear Police Department is requesting funding of $441,884 from the DOJ Local Law Enforcement CGIC Integration Grant (Attachment B).  There are no matching fund requirements for this grant.

BACKGROUND AND PREVIOUS ACTIONS

In collaboration with the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), the Local Law Enforcement CGIC Integration Initiative supports law enforcement agencies in the establishment and expansion of CGICs to address firearm-related crime. CGICs are an interagency collaboration focused on the timely collection, management, and analysis of crime gun evidence, such as shell casings and semiautomatic handguns, using ATF’s National Integrated Ballistic Information Network (NIBIN) and Electronic Tracing System (eTrace).

The Goodyear Police Department responds to violent gun crimes, often times requiring the collection, processing, and analysis of firearm and ballistic evidence. This examination is frequently restricted by access to necessary equipment. In an effort to continue directly supporting law enforcement operations, this project will substantially improve firearm evidence processing times, increase case clearance rates, and decrease shootings in the community through the development and implementation of a CGIC.

STAFF ANALYSIS

This project will enable the Goodyear Police Department to secure critical equipment for the processing and examination of firearm evidence within a 24 to 48-hour period following an incident. This equipment will be housed at the City's Crime Lab, with the Goodyear Police Department as a primary agency providing assistance and system accessibility to surrounding police agencies (Avondale, Tolleson, Litchfield Park, Luke Air Force Base, and Peoria among others). 

To serve the Goodyear Community and provide additional support to the greater Phoenix metropolitan area, the procurement of specific equipment is necessary for collecting firearm evidence, conducting test fires, entering firearms exhibits into NIBIN, and conducting exhibit correlations to develop leads and further case clearance. Staff recommends adopting Resolution No. 2026-2515 (Attachment A), approving the Goodyear Police Department to submit the grant application.
