SUMMARY
Jesus Altamirano, Agent for Federico's Mexican Food, has submitted an application for a Series 12 (Restaurant) liquor license for the location at 2455 N. Pebblecreek Pkwy., Goodyear, AZ 85395. The applicant is requesting that the city forward a recommendation of approval to the Arizona Department of Liquor Licenses and Control (DLLC) for consideration and issuance of the license.

FISCAL IMPACT
In compliance with the Goodyear Municipal User Fee Schedule, the applicant submitted the required $635 administrative application fee.
BACKGROUND AND PREVIOUS ACTIONS
The City Clerk's office received a Series 12 (Restaurant) liquor license application on June 15, 2026, from the Arizona Department of Liquor Licenses and Control (DLLC) for Federico's Mexican Food, represented by Agent Jesus Altamirano.
In accordance with A.R.S. §4-201(B), the public hearing notice was posted at the establishment on June 16, 2026, for the required 20-day period. This public posting allows individuals within a one-mile radius to submit written arguments for or against the issuance of the license. As of the date the agenda was posted on July 2, 2026, no public petitions or protests have been received. Any comments received prior to the close of the posting period on July 5, 2026, will be provided to the City Council at
the meeting and forwarded to the DLLC.The application underwent internal review by the Police Department and Development Services Department, including Code Compliance, Building and Planning & Zoning, with no objections reported.
The application is included as Attachment A - DLLC Local Governing Body Report.

STAFF ANALYSIS
The requested Series 12 Restaurant License is a non-transferable license issued to establishments that operate primarily as restaurants. The license authorizes the sale of all types of spirituous liquor for consumption on the premises, provided that at least 40% of the establishment's gross revenue is derived from the sale of food.
State regulations (A.R.S. §4-207) prohibit liquor licenses within 300 feet of licensed childcare facilities or K-12 schools; the proposed location complies with this requirement. A One-Mile Report and Evaluation Map is included as Attachment B, showing existing liquor licenses and zero K-12 schools within that radius.
DLLC requires key personnel (owners, agents, managers involved in daily operations) to complete state-approved management training. The applicant confirms the owner and manager have completed the Title 4 Basic & Management training. Operationally, a manager will be onsite at all times, staff will monitor guest consumption, and a valid ID will be required from anyone appearing to be under the legal drinking age.
The City Council's recommendation will be forwarded to the DLLC for consideration.
