SUMMARY
The Arizona Department of Administration (ADOA) has established a reimbursement program for cities to offeset the costs of 9-1- 1 services. The Police Department is seeking funding for the AT&T contract for equipment, service, and Next Generation 9-1-1 data networking.

RECOMMENDATION
Approve the Arizona 9-1-1 Program Funding Assistance Agreement with the Arizona Department of Administration, and provide authorization and direction to the Mayor, or their designee, to execute all documents relating to the grant agreement and approve the required budget transfer (if Grant Funds are awarded). FISCAL IMPACT
Ongoing State 9-1-1 funding costs of $213,501 to fund AT&T services and other administrative costs. The ADOA will be reimbursing agencies through a grant process, 65% of costs from ADOA, resulting in approximately $82,198 to be funded out of the Police Department FY27 general fund base budget.
BACKGROUND AND PREVIOUS ACTIONS
The Maricopa Association of Governments (MAG) initiated a 911 Study Committee chose to migrate the valley telecommunications centers from MR911 to the State Emergency Services Internet Protocol network (ESINet) through a contract with AT&T, approving this move on January 31, 2024. On March 4, 2024, Council approved the migration to the State 9-1-1 system and approved grant funding from the ADOA. The grant reimburses the city for funding that it is required to pay AT&T directly. Reimbursements are submitted through the ADOA grant process. The grant will be managed through the ADOA grant portal (eCivis) with monthly reporting requirements and reimbursement requests. The grant process will be renewed annually. The ADOA grant is awarded annually to support the 9-1-1 services.
STAFF ANALYSIS
The AT&T contract complies with all federal standards and provides the needed technologies to provide continuous emergency services, enhanced technology, and greater redundancy. The ADOA administers the Emergency Telecommunications Services Revolving Fund for 9-1-1 with the MAG committee process being utilized to make recommendations through the Regional Council to ADOA for equipment and funding decisions. ADOA is implementing a grant reimbursement model for funding the State 9-1-1 services. The grant will be managed through the ADOA grant portal (eCivis) with monthly reporting requirements and reimbursement requests. The ADOA Arizona 9-1-1 Program Funding Assistance Agreement is included as Attachment A. On April 28,2026, the Mayor conditionally authorized submission of the ADOA 9-1-1 grant to meet the May 1, 2026 submission deadline. Without approval, the city of Goodyear would not be eligible for grant funding. The terms of this agreement are from July 1, 2026 - June 30, 2027.
