SUBJECT: APPROVE EXPENDITURE UP TO $1,030,000 FOR THE REPLACEMENT OF A MOBILE COMMAND POST VEHICLE FOR USE BY POLICE AND FIRE DEPARTMENTS AND RELATED BUDGET TRANSFERS

SUMMARY

Request City Council approval of the expenditure of FY2022 funds for the replacement of a mobile command post vehicle and related budget transfers.

Recommendation

Approve expenditure of FY2022 funds in the amount of $1,030,000 for the purchase of a mobile command post vehicle for shared use by the Goodyear Police and Fire departments and related budget transfers. (Kevin Devery, Fleet Superintendent)

FISCAL IMPACT

The FY2022 Fleet Asset Management Fund includes an unappropriated fund balance estimated at $6.3 million.  The FY2022 Capital Improvement Program includes $906,900 in Fleet Asset Management funds for the replacement of the 18-year-old mobile command vehicle that has reached the end of its useful lifecycle.  The quote for the vehicle has come in at $974,300 and we are estimating an additional $55,700 for internal processing and upfitting costs to place the vehicle in service.  We are requesting to use $123,100 of available fleet asset management fund balance to cover the CIP Project overage.

BACKGROUND AND PREVIOUS ACTIONS

Per Resolution 08-1255, all expenditures of budgeted funds in excess of $500,000 must obtain Council approval.  The existing unit was a repurposed Recreational Vehicle (RV) which was scheduled for replacement in FY2020. Early in FY2020, Fleet and Equipment Management worked with Police to develop specifications for a more suitable vehicle. The new specifications delayed the scheduling for the replacement and raised the cost of the command vehicle. The FY2022 budget includes funding for a command post vehicle that will be shared by both the Police and Fire Departments; however, market conditions have created a budget shortfall of $123,100 that requires the budget transfer from the Fleet Asset Management fund.

STAFF ANALYSIS

The command post vehicle is a large specialized and dedicated vehicle that provides over 10 workstations and complete digital communication systems (data, telephone, satellite and multi-band radio) for running a completely independent and self-contained mobile command post for emergency or special event situations.
