SUMMARY
A replat of Tract H of the Final Plat Pebblecreek Phase II Unit Fifty-One modifying boundaries of Tract H.
Recommendation
Approve the Replat Pebblecreek Phase II, Unit Fifty-One, Tract H subject to stipulations. (Katie Wilken, Planning Manager)
STIPULATIONS
- Any technical corrections to the final plat required by the City Engineer shall be made prior to the recordation of the final plat.
- Prior to recordation of the final plat, owner shall obtain signature from Liberty Utilities for Certification of Assured Water supply on the cover sheet of the Final Plat.
FISCAL IMPACT
Although a fiscal impact analysis has not been conducted on this specific project, all new development will have an ongoing fiscal impact on the city. The development is responsible for construction of infrastructure necessary to serve the site and will generate one-time revenue for the city through payment of permits, construction sales tax and development impact fees. Longer term fiscal impacts include increased demands for municipal services, the costs of which may or may not be offset by increased property values/tax levies, city sales tax, state shared revenues and the increased demand for commercial and retail development. Any areas that will be maintained by the city are constructed by the developer and then conveyed to the city two years after construction.
BACKGROUND AND PREVIOUS ACTIONS
The property was rezoned on August 24, 1998, with the second phase of the PebbleCreek Golf Resort (Ordinance Nos. 98-620 and 98-621). The PebbleCreek PAD zoning allows for residential development on this parcel.
The property subject to this replat was included in the Final Plat of PebbleCreek Phase II Unit Fifty One approved by Council on August 23, 2004, and recorded in Book 711, Page 46 of the Maricopa County Recorder. The replat is limited the replat of Tract H, which is an open space tract. This replat reduces the boundaries of Tract H and thus the amount of open space within PebbleCreek Phase II Unit Fifty-One. The area being removed from Tract H will be incorporated into a Replat of Pebblecreek Phase II Unit Fifty-Nine Lots 3-35 and Tract G to provide for additional lot depth for lots that are included within Unit 59. The Replat of Pebblecreek Phase II Unit Fifty-Nine Lots 3-35 and Tract is being processed concurrently with this replat.

STAFF ANALYSIS
Notwithstanding the reduction in the size of Tract H, the final plat substantially conforms to the approved preliminary plat and with the open space requirements in the PebbleCreek PAD zoning.
