SUMMARY
Recognize a vacancy on Council and establish the process by which to fill such vacancy.
Recommendation
Recognize the vacancy created by the ascension of Councilmember Joe Pizzillo to Mayor and establish the timeline and process to fill such vacancy. (Darcie McCracken, City Clerk)
FISCAL IMPACT
All Mayor and Council positions are accounted for in the fiscal year budgets and changes to personnel do not impact the budget. Advertising and other recruitment costs will be absorbed in the City Clerk budget.
BACKGROUND AND PREVIOUS ACTIONS
At the December 17, 2021 Special Meeting, Councilmember Joe Pizzillo was selected to serve as Mayor which created the vacancy on City Council being formally recognized tonight. Pursuant to the City Charter, the Council is to appoint a Goodyear resident to fill the vacant position within 60 days of the recognition of the vacancy to serve as a councilmember through December 31, 2022.
STAFF ANALYSIS
Staff has begun advertising for the seat in anticipation of the formal recognition of the vacancy. To be considered, applicants must be qualified electors of the City of Goodyear, hold no other elected public office, nor any incompatible appointed public office, shall have resided in the City for not less than two years preceding the date of the appointment and be at least 21 years of age. Council may choose to appoint a Council subcommittee or a resident ad hoc committee to make a recommendation for appointment; however, staff recommends that the entire Council conduct the process in similar fashion to the last vacancy recruitment. Pursuant to the below proposed timeline, the full Council would meet in executive session in early February to review applications and select whether to bring any applicants in for interviews, also to be held in executive session, in late February.
