SUMMARY
This action authorizes the expenditure of funds up to $4,555,598 for construction services, administration and long lead time items for phase II of the Police Operations Building.

FISCAL IMPACT
The Police Operations Building total project budget is included in the FY2022-26 CIP in the amount of $22,435,600. This item will authorize expenditures up to $4,555,598 to cover the initial Guaranteed Maximum Price #1 (GMP #1) of $4,295,170 for long lead construction material and $260,428 for construction administration services. Expenditure authority for the remaining project budget will be requested later in 2022 as the design is finalized.
BACKGROUND AND PREVIOUS ACTIONS
Per City of Goodyear Resolution No. 08-1255, all expenditures of budgeted funds in excess of $500,000 must obtain Council approval. The city has developed and approved a Capital Improvement Program for FY2022 through FY2026. The Police Operations Building, Phase II is planned for design and construction per this plan.
Phase I of the police operations center was included as a project in the FY2015 CIP with the Phase II expansion identified for completion in FY2024. Phase I of the Police Operations Center was completed in December 2016, and the building opened for use in January 2017.
An initial Program and Concept Study for Phase II was completed on 3/27/2019, and a program update to revisit space usage due to changing administrative needs and departmental growth was completed on 4/23/21.
A Construction Manager at Risk (CMAR) delivery method was chosen for the project, which entailed procuring design and construction services separately. The design phase of the project began in May 2021.

STAFF ANALYSIS
The construction of Police Operation Building Phase II will complete the build out of the operations facility. The completion of this project will result in the relocation of staff from Police Administration, prepare for future departmental growth and allow for police administrative functions to be housed under one roof.
On July 7, 2021, after a formal solicitation process, CORE Construction entered into a contract to construct the Police Operations Building Phase II. The Construction Manager at Risk (CMAR) project delivery method was utilized for this project. The CMAR method includes a commitment by the Construction Manager (CM) to deliver the project within a Guaranteed Maximum Price (GMP) which is based on the construction documents and specifications at the time of the GMP, plus any reasonably inferred items or tasks. As part of the CMAR team, Architekton, through a formal procurement, was selected to provide architectural design and construction administration. During the initial project scoping and programing phase, it was determined that certain long lead construction material should be purchased early to potentially deter project delays.
