SUBJECT: CREATE CIP PROJECT 60085 FOR A FACILITIES MASTER PLAN, CANCEL MUNICIPAL OPERATIONS CENTER PROJECT 60078 AND AUTHORIZE RELATED BUDGET TRANSFERS

SUMMARY

Creation of CIP project 60085 to conduct a Facilities Master Plan (FMP) using funds from cancelled Municipal Operations Center (MOC) Project 60078, and authorizing related budget transfers.

Recommendation

Approve the creation of CIP project 60085 for a Facilities Master Plan (FMP), cancel Municipal Operations Center (MOC) Project 60078, and authorize related budget transfers. (Javier Setovich, Public Works Director)

FISCAL IMPACT

Establish CIP Project 60085 Facilities Master Plan in the amount of $400,000 utilizing general fund savings from the cancellation of Project 60078 Municipal Operations Center (MOC), funded for FY2022 in the amount of $12 million. Funding for the Facilities Master Plan will be from general fund dollars previously allocated to the MOC project. Remaining MOC funds will be moved to CIP reserves for future allocation through the budget and CIP process based upon the needs identified in the Facilities Master Plan.

BACKGROUND AND PREVIOUS ACTIONS

The last Facilities Master Plan was adopted by Council on April 11, 2016. A copy is attached to this communication and it can also be found at https://www.goodyearaz.gov/government/departments/city-manager-s-office/master-plans.

Staff has been working on a multitude of space challenges due to the move to the new city hall and the current and future growth in the number of city employees. These solutions included moving ahead with the design and construction of a new building to house field staff at the 157th Avenue campus. This building has been identified as the MOC. The programming phase of the project generated a host of questions that tied the project to needs beyond the original scope being addressed by the MOC. 

STAFF ANALYSIS

Due to the growth the city has seen with new facilities, operational changes and increased staffing, there is a need to reassess all city facilities so they can properly support future city services and operations. The plan will assess triggers that identify space needs rather than just timelines based on assumed new programs and staff. These triggers are tied to expansion and addition of staff and services as approved by Council.

Although many departments will be moving to the new city hall, there are many key departments that will not, which include (list not inclusive):  Courts, IT, Police, Fire, and Public Works. As we move staff into the new city hall, we want to be strategic in our facility needs and how we accommodate those departments. The FMP will address all facilities, including, but not limited to the old Fire Station 181, the current city hall, Goodyear Municipal Complex (GMC), Calle de Pueblo, vacant lands owned by the city, and the master planning of the 157th Avenue campus. This FMP will also incorporate the findings of other studies like the Public Safety Training Center and fire station locations to become an all-encompassing facilities planning document. Additionally, the FMP will look at long-range potential facility needs in undeveloped areas of the city facilitating the early acquisition of land through the development process or direct purchase.

Some of the solutions that will be captured in the requested FMP are already in the proposed FY2023 budget. Projects include tenant improvements at GMC in FY2023 and FY2024 for Courts, Fire Administration, Engineering, IT and inspection/code enforcement. Other projects to be identified in the FMP will be requested in future years of the budget.
